This inspection was conducted to verify the Sam's Mart WWTP no longer has an active discharge and has been adequately closed out. The Sam’s Mart convenience store and restaurant were connected to the JSD collection system (WQCS00182) in September 2020 and James and James Environmental has been operating the facility until the wastewater was no longer discharging. The contract operations firm indicated all remaining wastewater and sludge had been removed from the facility and the WWTP was backfilled with gravel and soil. At the time of the inspection, the site still needed final grading and sowing. The discharge pipe was no longer present and all electrical and mechanical equipment had been removed. A rescission request has been submitted and received by the NPDES Permitting Unit. To further support approval of the rescission request, please submit a written summary to the Asheville Regional Office of the steps taken to close out the WWTP. This includes, but is not limited to, photo documentation, where the remaining wastewater and solids were hauled, the process used to backfill the plant, and steps taken to prevent future erosion and ponding.
