The proposed stream bank stabilization project seeks to temporarily impact approximately 100 linear feet of perennial stream bank near the intersection of NW Maynard Road and Harrison Drive in Cary, NC. The Wake County Parcel Number for this 3.78-acre property is 0764-37-1056. The area of concern is located at the southwestern corner of this parcel. There is also an existing 30-feet sanitary sewer easement in the project area that contains sanitary sewer and telecommunication lines. In addition to the above photograph, we request review of the attached videos that were videoed during a 2009 storm event at the rear of Unit 25. We conducted field analysis and interviews with the HOA president and Unit owners. A box culvert (below) exists just upstream for NW Maynard Road. It appears that upstream development has resulted in significant headpressure on this culvert and downstream discharge velocities are abnormally large. e? Buffer Rules April 5, 2010 Page 3 of 3 Witnesses have seen waves discharging from the box culvert. In order to prevent serious damage to the existing homes and infrastructure and potential life- altering events, we are requesting to conduct stream stabilization at the rear of the 3 townhomes. We propose to do the following before and during low-flow conditions: 1. Acquire Town of Cary Sediment and Erosion Control Permit. 2. Temporary coffer dams will be constructed in order to divert the normal stream flows around the construction area. 3. Pumps will be sized to handle the average stream flow in the area of work. Additional pumps may be required in the event that stream flow increases, a pump becomes disabled or to cover periods when pumps are out of operation. 4. Remove existing rip-rap and biofabric. 5. Prepare and hand-line channel with Class I rip-rap. 6. Remove temporary coffer dams and other erosion control measures. 7. Seed out any bare or disturbed areas. We have attached several items to the attached PCN to assist your staff's review of the project. If you should have questions or require additional clarification please contact me at 749-8259 (cell) or email: jayOkellerenvironmental. com.
