Director Division of Water Quality Apri15, 2007 DWQ Project # 06-1347 Person County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Howard Farms of Person County, LLC P.O. box 679 Roxboro, NC 27573 Subject Property: Howard Farms North Flat River [030401, 27-3-2, WSIII, NSW] REQUEST FOR MORE INFORMATION Dear Sir or Madam: On August 21, 2006, the Division of Water Quality (DWQ) received your application dated August 21, 2006, to fill or otherwise impact 1421inear feet of perennial stream impact, and 4,218 square feet of Zone 1 Neuse River basin protected riparian buffers and 3,088 square feet of Zone 2 Neuse River basin protected riparian buffers, to construct the proposed residential subdivision. On October 10, 2006, and March 8, 2007, the DWQ received additional information from you, however, the DWQ has determined that your application remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require five copies of the additional information requested in order to process your application to impact protected wetlands and/or streams on the subject property. This project has been placed on hold until the following criteria has been meet. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. With regard to the bioretention areas, the following items need to be addressed in the resubmittal:. • Add a specification for stakes for the trees. • Add a planting detail (approximately one-half the root ball should be placed above the surface of the planting soil). • Add a pretreatment system for removing sediment from the stormwater before it enters the bioretention area. • The depth to ground water must be provided in order for DWQ to approve the bioretention systems. Please provide appropriate documentation of this. • Modify the specifications for the planting soils; the currently proposed mix that includes 10 to 25 percent clay will cause clogging. Please contact the DWQ within three weeks of the date of this letter to verify that you have received this letter and to provide us with a date that we may expect to receive this requested information. If we do not receive this requested information within one week of the date you indicate it will be forthcoming, your project will be withdrawn and you will need to reapply with a new application and a new fee. Please contact me in writing and Lauren Cobb of the DWQ Raleigh Regional Office. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
