The purpose of the proposed project is to construct a fire department station and associated parking lots and driveways.

The proposed project includes the construction of a fire station building with multiple fire engine bays and offices ,
associated access driveways, parking spaces and landscaped areas.A wetland impact is necessary to provide safe
egress and ingress of fire engines and emergency vehicles from the fire station to Franklin Road, connection to existing
utility infrastructure and to allow for long term maintenance and operations of the facility.To facilitate the construction of
the access road and development of the site, clearing and grading the site is necessary. Graders, haulers, excavators,
and other heavy equipment will be used during grading and construction of the site.

The applicant has designed the proposed development to avoid additional impacts to approximately 0.013 acres of wetlands
with use of a retaining wall.In order for the applicant to develop the site for its intended use as a fire department and provide
safe access for fire engines and emergency vehicles and utility connection, wetlands will be filled to allow for construction of
the driveway.

The clearing limits will be staked and silt and clearing limit fencing will be used.A culvert will be installed to maintain
connection from the remaining wetland to downgradient waters. Disturbed areas wil l be seeded and mulched to limit sediment
from entering downgradient waters.

The bald eagle, bog turtle, gray bat, Indiana bat, northern long -eared bat, spotfin chub, Appalachian elktoe, little-wing
pearlymussel, rusty-patched bumble bee, mountain sweet pitcherplant, small whorled pogonia, swamp pink, Virginia
spiraea and rock gnome lichen are identified federally protected species in Macon County. The site does not contain
suitable habitat for the bald eagle, gray bat, Indiana bat, northern long -eared bat, spotfin chub, Appalachian elktoe, little -
wing pearlymussel, rusty-patched bumble bee, small whorled pogonia, Virginia spiraea and rock gnome lichen. While the
wetland contains low quality suitable habitat for the bog turtle, mountain sweet pitcher plant and swamp pink, the bog
turtle in this area is listed due to similarity of appearance and mountain sweet pitcherplant and swamp pink were not
observed during our site visit. Therefore, we have determined the proposed project will not adversely affect federally
protected species.
