This is an existing project for a mixed -use waterfront development. It has
been permitted under CAMA Major #138-06 (which is valid until
12/31/2020). There is an associated 401 Water Quality Certification that
expires with the CAMA Permit DWQ #05-2132.
At this time, we are seeking a permit modification for replacement of an
older wood bulkhead (361 ft only) to be built immediately adjacent to the
existing one at the Sandy Point Historic Homesite. This is the only design
modification for the entire project. To date, the boat channels have been
dredged and all compensatory mitigation has been successfully completed.
No upland development has occurred. In association with this modification,
USACE will also be including a General Permit through the existing CAMA
Permit (the 291 Joint permitting process). Initially, USACE permitted this
through an Individual Permit, but since new dredging and mitigation has
been complete/satisfied, they will be able to cover this through the 291
Process moving forward.
In summary, if a meeting is required, this would be looking at the new
bulkhead replacement with no wetland impacts. We have thoroughly
discussed this with NCDCM and USACE. No other design modifications are
requested,
