To address the comments raised during the meeting, CH2M HILL biologists visited the Wimberly Road, Progress Energy, and effluent transmission line routes at publicly accessible sites (mainly road crossings). Since agencies raised many concerns about the American Tobacco Trail route, it has been eliminated from further consideration, but will be presented in the EIS as an evaluated alternative. The original road right-of-way route was also eliminated from further consideration as it has higher costs associated with it than the Progress Energy and Wimberly Road routes. In addition, the route is longer than other proposed routes and may have greater environmental impacts. Figures 1 and 2 illustrate the raw wastewater transmission line routes and effluent line routes that are under further consideration and the locations where we observed stream crossings. Field Methodology The US Army Corps of Engineers (USAGE) Stream Quality Assessment Worksheet was used as a basis for the assessments. Because we did not have permission to enter private land, observations were done mainly from the road crossings. Because of site access issues, many of the characteristics were removed from the worksheet. For all sites accessed, the following characteristics on the USAGE worksheet were scored: • 1. Presence of flow/persistent pools in stream • 3. Riparian zone • 6. Presence of adjacent floodplains • 7. Entrenchment/floodplain access • 8. Presence of adjacent wetlands • 18. DOC s ~, 1 WESTERN WAKE COUNTY REGIONAL WASTEWATER MANAGEMENT FACILITIES -ENVIRONMENTAL IMPACTS OF PROPOSED TRANSMISSION ROUTES This resulted in a maximum score at a given location of 25. The score at each location along with any major observations are included on Figures 1 and 2. In addition, where biologists could make a determination of other characteristics at a given site, it was noted on the sheet, but not included in the total score. Notes regarding the potential presence of amphibians and fish were made based on habitat that could be reviewed from public access points. Photos were taken at most sample site locations and are provided in Attachment 1. The Stream/Wetland Site number on the photo pages corresponds to the number shown on Figures 1 and 2. Route Segments Removed from Further Consideration Based on field observations, some alternatives were removed from further consideration (shown as orange routes on Figures 1 and 2): Progress Energy Alignment from W. Cary Pump Station to location where meets Wimberly Road alignment (near intersection of Wimberly Road and Hickory Hill Road) -There are some high quality wetlands along the Progress Energy route which include beaver dams (see photos). • Effluent pipeline route along power transmission right-of-way and Christian Chapel Church Road -This alignment was eliminated from further consideration because of the presence of a high quality hardwood wetland near the southern end of this transmission line corridor. Effluent pipeline route cross-country near southern end of effluent transmission line route -This alignment segment was eliminated from further consideration because it will likely have greater stream/wetland impacts as a portion of it parallels a stream. The alternative to this segment is along existing roadways and powerline right-of-way. Transmission Route Segments Under Further Consideration Table 1 summarizes the environmental impacts of the remaining eight transmission line routes from the West Cary Pump Station to the outfall in the Cape Fear River. These routes share many segments and differ in three areas. The shared areas are shown in green while the alternative routes are shown in lemon yellow and blue-green. The first area where alignments differ is near the stream crossing at Richardson Rd. The two alternative segments are labeled A and B. The second difference in routes is near Olive-Humie Rd and the alternative segments are labeled 1 and 2. The final area that is different among the routes being considered is where the transmission line leaves the WRF; these two alternatives are labeled a and b. Combining these different alternatives and common segments yields the 8 distinct routes that are included in Table 1. All routes start along Wimberly Rd and then have a combination of the different alternatives (one example is: Wimberly.A.1.a, which includes the Wimberly Rd section, the common segments, the alternative segment A, the alternative segment 1 and the altemative segment a). WESTERN WAKE COUNTY REGIONAL WASTEWATER MANAGEMENT FACILITIES -ENVIRONMENTAL IMPACTS OF PROPOSED TRANSMISSION ROUTES Raw Wastewater Alternative Segments A and B Segment A -along Richardson Road • Shorter than Alternative B and will likely be less expensive to construct • Trenchless technology should be used to cross stream • Crosses USACE property, but could potentially get categorical exclusion if route stayed within road right-of-way Segment B -along power right-of-way and across creek • Trenchless technology should be used to cross stream • Avoids USACE property • Soil on property accessed for potential pump station site along this route had wet soils even during drought conditions. Raw Wastewater Alternative Segments 1 and 2 Since there were few sites that could be accessed in this area, it is difficult to assess the environmental impacts of the two alternatives. Alternative Segment 1- Humie Olive Road and New Hill Holleman Road • Trenchless technology should be used to cross stream due to high quality of stream Alternative Segment 2 - Powerline Right-of-Way • No stream crossings could be observed from this alignment Effluent Alternatives a and b Alternative Segment a - Dld US 1 • Contains road, railroad, and gasline right-of-ways • Property impacts may be higher as one parcel is bisected • From aerial, this segment appears to impact several farms Alternative Segment b -along US 1 • Higher number of stream crossings, but streams along US 1 were low quality Table indicates higher stream and wetland impacts; many of these are actually on southern portion of WIZF site, and they can be avoided. In addition, Town of Holly Springs will need to pipe its effluent to the effluent pump station on the WRF site; alignment is unknown at this time, but may result in similar stream/wetland impacts between the two alternatives We would appreciate feedback on the following issues: 1. Do you agree with eliminating the orange routes? Note that one of those routes avoids USACE land. 2. Are there any of the remaining 8 altematives that should be eliminated based on the information available? 3. Are there any of the remaining 8 alternatives that you prefer?
