The purpose of this letter is to respond to the requests, please see the original questions that are then followed by our responses below. Additional Information Requested: 1. The DWQ does not accept the submitted SMP received on February 26, 2010 as meeting the requirements of the 401 Stormwater Program for the following reasons: a. Proof of the Town of Wake Forest's approval has not been provided. Please see the attached Town of Wake Forest Stormwater Management Plan Approval letter dated February 24, 2010. This letter was included within our previous response package and was reviewed and acknowledged by Annette during our meeting on April 14th and deemed adequate. b. The overall Stormwater Plan shown on sheets C-300, C-301 and C-302 does not depict any stormwater BMPs other than one level spreader shown on sheet C-302. The locations of the proposed wet detention pond and the bioretention areas are not apparent on these sheets. Please see sheets C-300, C-301 and C-302, these sheets have been revised to identify and include the planned stormwater BMPs. c. The plans submitted are not stamped by an appropriate design professional. Please see revised plan sheets, all plan sheets have now been stamped and signed by the project engineer, Michael D. Allen. d. It appears that some of the stormwater from this site is being discharged directly to one or more level spreaders without first passing through a BMP that provides 85% TSS removal. In our meeting we discussed two specific areas, A) lots 34, 35, 47 & 48 and the cul- de-sac at the end of Autumn Meadow Lane and B) the Wildflower Ridge Road stream crossing (north and south side). Michael Allen, the project engineer proposed to re-grade lots 34, 35, 47 & 48 and the cul-de-sac at the end of Autumn Meadow Lane in order to direct this stormwater to the adjacent BMP (Wet Pond "L"). Annette Lucas approved this modification. In area B, the stormwater on the south side of Wildflower Ridge Road would need to buck grade to get into the Wet Pond "L" therefore Annette agreed that this stormwater could be treated by a level spreader. This level spreader is located on the southwest side of Wildflower Ridge Road crossing and will treat drainage area "M". The stormwater on the north side of Wildflower Ridge Road will be treated within Wet Pond "P". Please see revised plan sheets C-302, C-304, C-501, C-510, C-513, BMP-3, BMP-4, WP-3, WP-4, Level Spreader Supplemental Form for Drainage Area "M" along with calculations and photos and revised Drainage Area Map. e. The wet detention pond appears to be undersized. In our meeting we discussed the wet detention pond (Wet Pond "P") on the northeast side of the Wildflower Ridge Road stream crossing. Michael Allen, the project engineer, explained that this stormwater pond will be larger. Additionally, retaining walls will be used however it is too early in the design process to provide these construction details. He also explained that Town of Wake Forest would be reviewing this BMP after the project received approval from the DWQ for final stormwater approval. Annette Lucas recognized that the stormwater pond would be designed larger and DWQ could rely on the final approval from the Town of Wake Forest, a delegated certified stromwater review program, to ensure the proper sizing of this BMP. We anticipate that this answers all of the DWQ's questions in order to complete the final review process requested for the written concurrence of Water Quality Certification 3705 and Riparian Buffer Authorization. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. Important maintenance procedures: - Immediately after the filter strip is established, any newly planted vegetation will be watered twice weekly if needed until the plants become established (commonly six weeks). - Once a year, the filter strip will be reseeded to maintain a dense growth of vegetation - Stable groundcover will be maintained in the drainage area to reduce the sediment load to the vegetation. - Two to three times a year, grass filter strips will be mowed and the clippings harvested to promote the growth of thick vegetation with optimum pollutant removal efficiency. Turf grass should not be cut shorter than 3 to 5 inches and may be allowed to grow as tall as 12 inches depending on aesthetic requirements (NIPC,1993). Forested filter strips do not require this type of maintenance. - Once a year, the soil will be aerated if necessary. - Once a year, soil pH will be tested and lime will be added if necessary. After the filter strip is established, it will be inspected quarterly and within 24 hours after every storm event greater than 1.0 inch (or 1.5 inches if in a Coastal County). Records of operation and maintenance will be kept in a known set location and will be available upon request. Inspection activities shall be performed as follows.
