SUBJECT: North Carolina Department of Transportation (NCDOT), SR2019, Flat Shoals
Road, Unnamed Tributary Neatman Creek, Stokes County
NCDOT proposes to remove and repair a culvert and provide stream repairs at the referenced
site. Biologists with the North Carolina Wildlife Resources Commission are familiar with
habitat values in the area. These comments are provided in accordance with the provisions of the
Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the
North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25).
The project will replace an existing 80' x 72" pipe with an 80' x 112" CMP. The application
indicates rock removal and stream repair below the outlet. Total impacts are indicated to be 155
linear feet. Although no listed species are indicated, area streams support warm water fisheries
and some tributaries provide significant nursery areas necessary for sports fish reproduction,
including smallmouth bass and pan fish.
Based on our review of the submittal, we will not object to the project as proposed providing the
following conditions are implemented:
1. The stream restoration proposed uses Class I riprap to line the outer berm of the
associated stream bend. Although this may be an improvement compared to existing
site conditions, this hard stabilization method may cause ancillary stream bank
instability. Accordingly, consideration should be given to the practicality of
including more natural channel design methodologies for this stream bend and stream
relocation.

2. Stringent erosion control measures should be installed where soil is disturbed and
maintained until project completion. Heavy equipment should be operated from the
bank rather than in the stream channel in order to minimize sedimentation and reduce
the likelihood of introducing other pollutants into the stream. Natural fiber matting is
recommended over plastic matting that can impinge and entrap small animals.
3. To the maximum extent practicable, culverts 48" diameter or larger should be buried
a foot into the streambed. Culverts less than 48" diameter should be buried to a depth
equal to or greater than 20% their size to allow for aquatic life passage. These
measurements should be based on natural thalweg depths. Fish passage should be
assured during low flow or drought conditions. Any riprap used must not interfere
with aquatic life movement during low flows. Stone should be large enough and
installed so that it will not washout during storm events.
4. If any concrete will be used, work should be accomplished so that wet concrete does
not contact stream water.
