PROJECT SUMMARY: The applicant proposes to construct a new bulkhead along 170 ft. of shoreline an average. of 20 ft. waterward of NWL and fill in behind the bulkhead. Field Investigation Report Page 2 Project Setting The proposed project is located at 389 Camden Causeway Hwy 158 E, Camden County. The project site is adjacent to the Pasquotank River. The entire tract is 32,456 sq. ft. and the elevation is approximately 3 ft above NWL. Existing structures on the site include a 3,171 sq. ft. marine sales and service building, a paved/gravel parking area, a concrete boat ramp and a wooden pier and wooden dock. The section of Highway 158 East where the marina is located is currently under construction and NCDOT is expanding the highway from a 2 lane road to a 4 lane highway. This road expansion is impacting an approximately 20 ft. by 170 ft. area used for boat storage. The only vegetation on the tract is a grass fringe around the gravel boat storage area. There are no known areas of archaeological significance in the project area. The tract has approximately 570 linear feet of shoreline, all of which is currently bulkheaded or rip rapped. The adjacent property to the west is the site of the Camden County ABC store. The shoreline on this property is bulkheaded and the bulkhead alignment is 23 ft. from the NWL of the project site. The adjacent property to the east is undeveloped and is mostly wetlands. The Pasquotank River along this area is classified as SB and is closed to shellfish harvesting. The depth of the river in the project area ranges from 0.3 ft to 2.4 ft. There was no observed submerged aquatic vegetation in the project area. Development Proposal The applicant proposes to construct a 170 ft. vinyl bulkhead along an existing rip rapped shoreline an average of 20 ft. waterward of NWL and a maximum of 23 ft. waterward of NWL. Clean sand will be brought in to fill behind the bulkhead and the applicant proposes to expand the existing gravel boat parking area within this newly filled area. The proposed alignment of the bulkhead is located at this distance waterward in order to tie into the existing bulkhead on the adjacent property located to the west. This project is designed to assist the existing commercial marine sales and service business in regaining property that is being claimed by NCDOT due to the widening of the existing highway. Anticipated Impacts This project will fill 3,400 sq. ft. of Estuarine Waters, Public Trust Area and disturb 2,550 sq. ft. of Estuarine Shoreline. The project will require 10,200 cubic yards of sand to fill behind the bulkhead. Temporary water turbidity will occur in the project area during construction. T NARRATIVE DESCRIPTION OF PROPOSED PROJECT The purpose of this project is to allow the existing boat sales and repair facility that currently occupies the site to be able to continue to operate effectively. The owner is going to lose a portion of the prop- erty along the north side property line due to the current widening project on U.S. Highway 158. The existing sales and repair operations utilize all of the existing property to store new vessels in inventory as well as vessels currently in for repair and pre-owned vessels for sale. There are currently two rows of trailered boats stored in the grass covered area west of the existing building and launch ramp. There is an access aisle down the center between the two rows. The scheduled loss of the property along the north side will eliminate one entire row of this storage area which will have serious negative effects on the profitable operation of the business. By installing the new bulkhead riverward of the ex- isting rubble shoreline stabilization and aligning it with the existing timber bulkhead along the adjacent Camden County A.B.C. property on the west, the storage area would be able to continue to function as it presently does. The area behind the proposed bulkhead would be backfilled with clean sand and the surface would be stabilized with grass to minimize stormwater runoff.
