Based upon review of the topographic survey information, original design plans, and original stormwater permit, it is my professional opinion and belief that the ponds have been constructed in substantial compliance and intent with the approved stormwater permit. It should be noted that a 36" pipe connecting ponds #1 and #2 has been constructed that was not in the original plans. The ponds were reviewers both individually (assuming no connection) and as one large pond (with connection) and the ponds met the design standards in both circumstances. Given this condition, we feel it appropriate to leave the pipe in place and certify the pond as stated above.
