PROJECT SUMMARY: The applicant is proposing to add a carport, drive way extension, and a 2 story deck at an existing residence. James C. Walker III Beaufort County Project Setting Dr. Walker has submitted an application for development on the Pamlico River. The project site is located off NC 32 at 153 Harbor Rd., in the Riverside Subdivision, adjacent to the Pamlico River and a man-made canal, near the City of Washington, in Beaufort County, North Carolina. Dr. Walker is proposing to make additions to an existing dwelling. The project site is a 1.0 acre lot that has been fully developed. The project site has ±500' of shoreline adjacent to the Pamlico River and a man-made canal. Existing man-made features present on the property include a single-family residence with a circular drive leading to the house. A boat house with associated storage is located at the northwest corner of the property on a man-made canal. The man-made canal runs along the west side of the property and is stabilized with a wooden bulkhead that terminates in a wooden groin into the Pamlico River. The river shoreline along the property is stabilized by a retaining wall and has a strip of sand beach. Vegetation on the project site consists of a mix of pines and hardwood trees. The project site is bordered to the east by single-family homes. To the north the project site is adjoined by single- family homes. Both adjoining properties have similar vegetation and have bulkheads. The Pamlico River at the project site is classified SB/NSW by the North Carolina Environmental Management Commission. The area is designated as closed to shellfishing. Project Description The applicant is proposing to add a ±29.5' long by ±38.33' wide carport. The carport will be accessed by adding a ±60' long by ±20' wide drive way extension off the existing circular drive. The addition of the carport and drive way will largely be within 75' of the man-made canal and within Zone II of the Tar-Pamlico Riparian Buffer. Dr. Walker received a "Buffer Authorization" (DWQ 2010-0160) from the Division of Water Quality on 9 April 2010. The applicant has removed a large swimming pool and patio (±3,200 ft') that ran along the rear of the house parallel to the Pamlico River. The applicant is proposing to build a ±92' long by ±20' wide 2 story covered wooden deck adjacent to the house in place of the swimming pool all of which is outside of the 75' Estuarine Shoreline Area of Environmental Concern (ES AEC). Anticipated Impacts The removal of the ±3,200 ft2 swimming pool and patio has resulted in the removal of ±2,500 ft2 of impervious surface from the Estuarine Shoreline Area of Environmental Concern (AEC). The construction of the proposed driveway extension and carport will increase the amount of impervious surface within the ES AEC by ±1,855 ft2 or 0.5%. The total percent impervious coverage for the property will be increased to 21%. As proposed, the project will result in a net reduction of impervious surface within the ES AEC of ±645 ft2. Walker Home Expansion As a reminder this application is the result of a miscommunication between DWQ and the applicant and in an effort to reduce the processing time Ted Tyndall has agreed to issue this permit as quickly as possible after the close of the public commenting period. In addition, the drawings provided are dimensional and not to scale directly. These were accepted to help expedite the application process after three attempts to obtain a complete application from Dr. Walker. The application includes the DWQ Buffer Authorization received by Dr. Walker thus requiring a Major Permit. The green cards will be forwarded as soon as we received them as well as the zoning certificate from the City of Washington. I have reviewed the proposed project with regards to the rules found in Subchapter 7H concerning development in a Coastal Shoreline Area. It is staff's position that the proposed upland development is consistent with 15A NCAC 07H.0209 Conditions: 1. Unless specifically altered herein, this permit authorizes construction of a carport, driveway extension, and 2 story deck as depicted in the drawings dated 16 April 2010. 2. This permit shall not be assigned, transferred, sold or otherwise disposed to a third party without the written approval of the Division of Coastal Management. NOTE: The N.C. First, 1,800 square foot deck, none of which lies in CAMA's 75 foot AEC, will be constructed replacing a 3,200 square foot stone patio that has recently been removed. Of this 3,200 square foot patio, 2,500 square feet was in CAMA's 75 foot AEC. An 885 square foot open air carport will be built on the west side of home which will be in the 75 foot AEC. In addition, the existing driveway will be connected to the carport which will add 970 square feet to the AEC.
