HomeMy WebLinkAbout20070168 Ver 2_Meeting Minutes_20100406Telephone Conversation Summary: When: Tuesday, April 6, 2010 With whom: Rebecca Newton, ClearWater Environmental Consultants (CEC) Subject: Traditions, Madison County, DWQ No. 08-0675 Rebecca Newton with CEC called Ian McMillan with DWQ to confirm the impoundment sampling schedule for the above-referenced project as detailed below from the project file. METHODOLOGY The permittee and Clearwater Environmental Consultants, Inc. (CEC) developed this plan for monitoring the wate.- quality of the permitted pond upon completion of construction. Sampling as outlined in the Protocol is planned to begin the week of August 3, 2009 at the Traditions pond. If the pond has not been constructed by the week of August 3, 2009, sampling as outlined in the Protocol will begin as soon as pond construction is complete. At the impoundment, five sampling stations will be identified. During the first sample, latitude and longitude of each station will be taken for use with topographic maps or GIS data. A summary of the general locations of the sampling stations is as follows: • S:ations 1, 2, and 3 will be evenly spaced across the centerline of the impoundment (lentic), • S;.ation 4 will be located downstream and within 50 linear feet of the impoundment outfall in the flowing (lotic) stream reach; and • Station will be located downstream and between 200 and 500 linear feet of the impoundment outfall in the flowing (lotic) stream reach. As a note, no upstream sample station will be identified. Upon completion of construction, the darn will impoundment the headwaters and origin of the associated stream channels; therefore, there will be no stream segments above the impoundment. SAMPLING Five water quality sampling stations will be established at the Traditions ponds as described above. Water samples will be taken every other week during the growing season from file week of Augus 3, 2009 through the week of September 21, yielding 4 sample sets. Samples are divided into lotic samples which include the samples, and measurements taken at Stations 4 and 5; and lentic samples which include samples and measurements taken at Stations 1, 2, and 3. Field measurements and grab sample results will be recorded on data sheets taken from the DWQ's "Intensive Survey Uni: Standard Operating Procedures". The type of sample or measurement taken (field or grab) and parameters measured are outlined below. Rebecca asked if they (as agent for the applicant) could conduct sampling during other months so as to balance the negative results (NC water quality violations) that would be captured from sampling in August and September. Ian McMillan stated that during pre-application meeting, applicants insist that building the impoundment will not cause violations to water quality standards, yet here you as their agent are acknowledging that there will be violations to water quality in the impoundment during August and September.
