We continue to need NPDES Stormwater Permit No. NCS000136 issued by your office. There is no intention of closing
this facility as a result of the Chapter 11 Bankruptcy or for any other reason and there are no expected changes in our
ownership (currently SpecGx LLC which is under Mallinckrodt PLC).

The State of North Carolina has received Chapter 11 Bankruptcy documents for Mallinckrodt PLC, et al. The Mallinckrodt
PLC, et al. facility located at 8801 Capital Blvd, Raleigh, NC is currently permitted under NPDES Individual Industrial
Stormwater Permit No. NCS000136.

I am writing to inquire about the intent of the facility with regards to the bankruptcy notice. Is the intent to completely
close the facility and cease industrial activity? If so, the permittee can request rescission of that NPDES Permit by
submitting the Rescission Request Form located at the following link:
