Turn right on NC-58 crossing Bouge Sound, turn right at Coast Guard Road, Project sites are approximately 1.25 miles down Coast Guard Road. 2.0 INTRODUCTION In the late 1980's Nassau Corporation initiated the construction of the Dolphin Ridge and Royall ' Oaks residential development in Emerald Isle, Carteret County, NC. Construction of residential homes and driveways on Lot 2 in Royall Oaks and Lots 9, 12, and 93 in Dolphin Ridge developments will result in the filling of approximately 0.08 acres of jurisdictional waters. These ' wetlands are described in detail in the Wetland Mitigation Plan, Dolphin Ridge and Royall Oaks Subdivisions, Carteret County, North Carolina (SEI 2005). ACV% SPANGLER ENVIRONMENTAL, INC. ' To compensate for the loss of wetlands, the Nassau Corporation created 3 mitigation areas in the developments on lots 11/12 in Dolphin Ridge, and lots 39, 41 in Royall Oaks. The Dolphin Ridge mitigation includes 1,666 square feet of Maritime Evergreen Forest Wetland. The Royall Oaks mitigation includes two mitigation areas. Lot 39 is includes the creation of 1,443 square feet of interdune pond wetlands. Lot 41 is the creation of 2,160 square feet of interdune pond ' wetlands. The cumulative area of mitigated wetlands is 5,269 square feet, or 0.08 acres (1:1 ratio for impacts). Table 1 provides a timeline of significant mitigation activities. Table 2 provides a list of the species to be installed in the mitigation areas. Table 1. The mitigation areas are to provide all key habitat and hydrolic features of the existing wetland on the subject property. Three vegetative cover percentages were listed as benchmarks in the Mitigation Plan, they are: 1. Facultative zone - 75% plant species with a wetland indicator status of Facultative or wetter and 25% having Upland status to achieve a total aerial coverage of 75%. 2. Facultative Wet zone - 25% of plant species having a wetland indicator status of Obligate and 75% having Facultative or wetter status to achieve a total aerial coverage of 60%. 3. Obligate zone - <50% of plant species having a wetland indicator status of Obligate to achieve a total aerial coverage of 25%. Piezometer tubes are also to be installed in the center of the 1 foot contours of the mitigation areas to monitor groundwater levels ' 4.0 METHODS Information in this section is described based on data collected during a site visit to be determined. Once the planting is complete and piezometer tubes are installed, data will be collected utilizing the area's vegetation percent coverage, hydrology from piezometer tubes and soil probes, as well as measurements to confirm wetland size. Details on data collection will be included in a report addendum at the end of the month, once all planting is complete. 5.0 RESULTS 1 As shown in the attached photos, all construction work is complete as of May 17, 2006. The planting process has been initiated, however, due to a shortage of the plants specified in the ' Mitigation Plan, the process is not complete. The remaining planting is scheduled for the first full week of June. Afterward, data will be collected and submitted as an addendum to the existing Monitoring Report. ' Surveyors have been notified to complete the "as-built" survey and submit to Spangler Environmental.
