Sullins Dee Freeman Governor Director Secretary April 21, 2010 CERTIFIED MAIL: RETURN RECEIPT REQUESTED Dr. Venkatasomaiah C. Motaparthy Motaparthy Properties, LLC 105 Cashwell Drive Goldsboro, NC 27534 Project Name: Smithfield Business Park REQUEST FOR MORE INFORMATION Dear Mr. Motaparthy: DWQ EXP # 10-0249 Johnston County On April 20, 2010, the Express Review Program of the Division of Water Quality (DWQ) received a an application dated April 20, 2010 along with supporting information including stormwater management plan dated April 16, 2010 (Engineer's Seal), design calculations, operation and maintenance (O & M) agreements among others for the purpose of constructing the proposed "Smithfield Business Park" in Johnston County. Please provide the following information so that we may continue to review your project and prevent return of your application as required by 15A NCAC 2H.0506: Additional Information Requested: 1. The water quality treatment volume from 1-inch design storm required to be drawn down in 2-5 days is approximately 38,693 cf (as opposed to 115,596 cf from 2.96 inch storm), and therefore draws down in less than 2days with the 6-inch orifice. While you can store more than the minimum design volume above the permanent pool elevation, it is important that you select an appropriate orifice diameter to achieve a drawdown time in the required range for the design volume. 2. Please revise the supplement form accordingly to reflect comment 1, including minimum volume required and drawdown calculations. 3. This office recommends that the top elevation of the right portion (running E-W) of the forebay berm be reduced to contour elevation 146.5ft (permanent pool elevation) or 147ft (at most). This will help divert the flow of water to achieve the desired flow path as indicated on the plans. 4. It is also recommended that the berm protruding from the right side (running SW-NE) into the pond be reduced to about half the length of that shown on the plans. The midsection of the pond appears too narrow. 5. Please correctly label the contours in the plan and cross sectional views of the pond, and revise the normal pool contour elevation in the typical shelf planting detail. The cross sections can be drawn larger so as to be able to show elevations properly. Please use 1": 20' scale as required in the Required Items Checklist. 6. Please show a typical Swale section for Swales A - E and include a table with design and construction information on the plans. 7. Please provide buoyancy (anti-flotation) calculations for the outlet structure. 401 Oversight/Express Review Permitting Unit 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 Location: 2321 Crabtree Blvd., Raleigh, North Carolina 27604 Phone: 919-733-17861 FAX: 919-733-6893 Internet: http://h2o.enr.state.nc.us/ncwetiands/ One NhCarolina Iaturallr?
