Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Most of the project area consists of the stream to be improved. Also within the project area are several ornamental trees, a road crossing of Dingle Creek, and sidewalks associated with the apartment buildings adjacent to the creek. Land use adjacent to the project area includes high -density residential uses to the north and south, commercial uses and forested land to the east, and a commercial and residential uses to the west. Please refer to the attached USGS Location Map (Figure 1), NRCS Web Soil Survey Map (Figure 2A), Buncombe County Soil Survey (Figure 2B) and Subject Property Aerial Map (Figure 3) for more information on the project setting. 4b. Explain the purpose of the proposed project:* The purpose of the project is to correct an erosion problem along the banks of Dingle Creek within the Pebble Creek community. The eAsting banks are lined with gabion baskets filled with riprap that are failing, causing erosion and instability. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project will involve stream bank stabilization of Dingle Creek within the Pebble Creek community. The project will involve removal of the failing gabion baskets and construction of a permanent barrier system to stabilize the banks and prevent continued erosion. Sediment will be cleaned out from the existing culvert. The proposed project includes grading and construction activities that will result in permanent and temporary impacts to a jurisdictional stream feature (S1 - Dingle Creek) for the purpose of stabilizing the bed and banks. The attached Stream Impact Map (Figure 5) depicts the overall project plan view and proposed stream stabilization impacts. Heavy equipment typical for construction, installation and grading, such as track hoes, bulldozers, dump trucks and graders, will be used to construct the proposed project. 4j. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: This project is designed to stabilize the stream channel. No stream bed will be lost and the project will not result in any impacts beyond those required to stabilize the stream bed and banks. The failing gabion baskets that currently line the stream banks will be removed and new permanent gravity retaining walls will be constructed along the banks to stabilize the banks and prevent continued erosion. The stream bed will be regraded and new in - stream structures, including a boulder cross vane, scour pool and constructed riffles, will be installed to improve the stream bed stability with natural channel design techniques. Native material from the eAsting channel will be utilized in the construction of the scour pool and constructed riffles to the maximum extent possible. Excess sediment will be removed from the epsting culverts. A pump around system including dewatering pumps with sediment filters and impervious dikes will be using during construction to conduct all in -stream work in the dry in order to minimize impacts to downstream water quality. 1b. An official species list for the project area was generated using the IPaC regulatory review tool. The official species list identified Carolina Northern Flying Squirrel (Glaucomys sabrinus coloratus), Gray Bat (Myotis grisescens), Northern Long-eared Bat (Myotis septentrionalis), Bog Turtle (Clemmys muhlenbergii), Appalachian Elktoe (Alasmidonta raveneliana), Spruce -fir Moss Spider (Microhe)ura montivaga), Blue Ridge Goldenrod (Solidago spithamaea), Mountain Sweet Pitcher -plant (Sarracenia rubra ssp. jonesii), Spreading Avens (Geum radiatum), Virginia Spiraea (Spiraea virginiana), and Rock Gnome Lichen (Gymnoderma lineare) as federally listed species that may occur within the project area. There are no critical habitats within the project area. A survey for Virginia Spirea was conducted within the optimal survey windowon July 14, 2020 by traversing transects of through the area of suitable habitat. No occurrences of Virginia Spirea were observed. Based on the field survey, it is believed that no adverse impacts to threatened and endangered species and their known habitat will occur due to the construction of the proposed project. McAdams submitted the attached Protected Species Assessment to the USFWS Asheville Ecological Field Office on July 15, 2020.
