Salisbury Street Raleigh, NC 27604 RE: Carolina Sunrock LLC — Prospect Hill Quarry and Distribution Center NCG020961 1238 Wrenn Road Prospect Hill, Caswell County, North Carolina 27314 Dear Ms. Lucas The purpose of this letter is to provide you and your department the additional information pertaining to Carolina Sunrock LLC's application for coverage under General Permit NCG02000 as requested during our meeting on October 23, 2020. We would like to thank you and your department for your time and discussion of our proposed operational plans pertaining to process water usage/generation/flow, and the overall anticipated water balance for the facility. The main issue -at the heart of our discussion on October 23, 2020 pertained to the USGS determination that the 7Q10 ratings of the receiving water bodies is currently zero. Thus, no discharge of process water is possible due to permit stipulations within the NCG02000. In light of this restriction, Carolina Sunrock has chosen to re -design its pit dewatering methodology by adding additional water storage capacity throughout the property in order to store, reuse, or evaporate all generated process water. The proposed interlocking water retention system allows the proposed facility to move process water throughout the site with the ability to allow all generated process water to ultimately return to the Pit A for storage. This system was engineered based upon mean annual rainfall for the area, calculated groundwater inflows from the hydrogeologic study, consideration of surface water runoff from stormwater divides into the pits, known operational quarry water usage, and process water loss. In addition, large storm events, such as the Q25, Q50, and Q100, were also incorporated into the water storage capacity calculations. All calculations are based on maximum fully developed pits to depths of 150' and 300' below grade to provide a conservative worst -case scenario for storage of process water. In reality, the potential water storage needs during the actual development of either pit will be significantly less as each pit will be mined in phases over many decades until the pits reach this maximum proposed design. (See Table 2) These conservative calculations yielded the total proposed process water storage capacity of --39 million gallons. In addition, each process water pond has been designed to provide at least two feet of free board between the full capacity and the top of each structure's embankment. This free board will also provide additional storage capacity during major storm events that may occur during the life of the mine without overtopping the ponds in the event they are full prior to the event. As demonstrated in the attached Table 2, the proposed process water pond storage capacity of —39 million gallons is greater than the anticipated water inputs when accounting for process water loss for the ultimate completion of Pit A including the additional free board storage of a potential occurrence of a 100- year storm event during the life of the Pit A. Thus, we believe we have provided a comprehensive analysis that shows that our proposed storage pond system will ensure no process water discharge. Page 1 of 2 JISUNROCK� CAROLINA SUNROCK LLC It is Carolina Sunrock's intent to fully mine Pit A prior to development in Pit B. Thus, Pit A will provide additional process water storage capacity of --1.5 billion gallons until Pit A reaches groundwater table equilibrium and then an additional -324 million gallons after it reaches equilibrium (using its freeboard storage capacity). All calculated inflow to Pit B is to be pumped to Pit A where it will then be pumped/distributed as needed across the facility within the closed loop water storage system for process use. As demonstrated within Table 2, the proposed process water pond storage capacity along with the storage capacity of Pit A will allow for the storage of all process water during the ultimate completion of Pit B, including the potential occurrence of a 100-year storm event during the life of Pit B. In summary, the proposed process water storage pond designs and water handling methodology along with the phased mine sequence are adequate to provide a zero -process water discharge solution for the facility.
