League of Municipalities Lake Waccamaw Collection System Collection System Permit #WQCS00203 Columbus County Dear Ms. Sanchez -King, The Town of Lake Waccamaw is in receipt of your NOV & Intent to Assess Civil Penalty dated September 17, 2020. The NOV is for sanitary sewer overflows that occurred the month of May 2020. We are requesting that no civil penalty be assessed to the Town. We offer the following comments in support of our request: • On May 21, 2020 the Town of Lake Waccamaw reported three SSOs at three different locations. The cause of these spills was severe weather with heavy rainfall. • The Town recorded 3-6" of rainfall in a 24 hour period. This caused local flash flooding. • The following week on May 28th and 29th the Town reported five SSOs in the same three locations. During this time the Town recorded 5 — 7" of rainfall which also caused local flash flooding. • A problem was discovered with one of the Town's lift stations during the event which was fixed immediately upon discovery. This combined with heavy rainfall caused two of the five SSOs. • The Town called in pump trucks and had employees working around the clock to remediate these spills. The Town spent approximately $28,000.00 in the pump trucks that were brought in during these events. • Fecal coliform samples were taken for three days to ensure that there was no environmental damage done to the lake. By the third day all samples showed that there was no environmental damage done. We thank you for your consideration of this matter.
