Dear Ms. Scott:
On December 30, 2009,the Division of Water Quality(DWQ)received your application dated December
17, 2009,to fill or otherwise impact 857 linear feet of perennial stream to construct the expansion of the
existing Reser's Fine Foods at the site. On January 27,2010,and March 5,2010,the DWQ received
additional information from you,however,the DWQ has determined that your application remains
incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the
subject property. The DWQ will require additional information in order to process your application to

copies of the additional information requested below,we will place this project on hold as incomplete
until we receive this additional information. If we do not receive the requested information,your project
will be formally returned as incomplete. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. Please address the following issues concerning the wet detention pond:
a. Please correct the inconsistencies between the invert and water level elevations provided
in the Supplement Form and the various plan and profile sheets.
b. The drainage area size stated on the plans is 12 acres,but on the supplement form it is
stated as 10.1 acres.
c. Please specify the sizes and spacing of plants on the vegetated shelf planting plan.
d. Please provide a complete depiction of all outlet devices on a single plan sheet

e. A soils report documenting the level of the SHWT must be included. If the SHWT is
more than six inches below the top of the permanent pool,then a liner must be
constructed or compacted such that the infiltration rate is no more than 0.01 in/hr.
f. A signed and notarized Operation and Maintenance Agreement must be provided.
2. Please provide a Level Spreader Supplement Form with the Required Items Checklist and all
required items for the level spreader and vegetation filter strip. The vegetated filter strip must be
a minimum of 30 feet in width. The first 10 cfs of the 10-year storm flow from the wet detention
pond must be directed to the LS-VFS system and the remainder should be bypassed.
3. For the conceptual stormwater plan on the future phases of this site,please provide a calculation
of the anticipated water quality volume(for the one-inch storm)and an assurance that the areas
that have been reserved for BMPs will provide an adequate storage volume.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter,your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands,waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
