Everett, Ph.D. Director August 30, 1990 Subject: NPDES Permit Application NCO077534 Lat Purser Subdivision Cabarrus County Your application for a NPDES Permit to discharge 0.048 MGD of treated domestic wastewater into the Rocky River from a proposed wastewater treatment facility located on NC Highway 73 west of Concord was received on July 27, 1989. Our Mooresville Regional Office has performed a site investigation, and the Division has completed its review of the permit application. The dissolved oxygen level in Rocky River is predicted to be below the water quality standard in the zone where the proposed discharge's impact would be located by the current Rocky River basin model. Since there is no dissolved oxygen assimilative capacity left in this section of Rocky River, the Division of Environmental Management has no choice but to deny your permit application request. Therefore, your request for a NPDES Permit is hereby denied. A study is currently underway to develop an updated model for the Rocky River Basin. Field data will be collected in 1990 and used to develop a model during 1991. No additional oxygen consuming loads will be permitted to the river until the study is completed and a new model is developed. The new model based on field data will indicate if any additional loads may be added to the river. Several wastewater treatment and disposal alternatives may be available in order to obtain approval for this project. Locating your discharge further downstream or on a larger stream that can accept your wastewater without having to degrade water quality, utilizing a ground absorption system which is handled under the jurisdiction of the local health department, utilizing a spray irrigation treatment and disposal system which is handled by this division, or connecting to a publicly owned treatment works are alternatives which should be evaluated. Directions to Site: The proposed site for approximately 100 single family lots is bounded on the north by Highway 73, east by Rocky River and west by the Cabarrus/Mecklenburg County Line. It is approximately 1.45 miles west of the junction of Highway 73 and Odell School Road (S.R. 1442) in west Cabarrus County. However, the site for the pro- posed treatment plant is located approximately 1,700 `eet south of Highway 73 and approximately 1,000 feet west of Rocky River at elevation 630. 6. Discharge Point - Latitude: 350 26' 15" Longitude: 800 45' 02" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No. F15NE 7. However, the area near west bank of Rocky River is relatively flat due to extensive agricultural activities. The site for the proposed wastewater treatment plant is, however, not in a flood plain. PART IV - EVALUATION AND RECOMMENDATT.ONS A significant amount of flow in the segment of Rocky River that will receive the proposed discharge was observed on the date of the investigation. The issuance of an NPDES discharge Permit for the proposal is recommended. It is requested that a buffer zone with a minimum distance of 150 feet be provided between the proposed treatment plant and future dwellings unless other means of buffering such as trees/shrubbery/fencing, etc. are provided, so as to reduce/prevent odors, noise and other nuisance to the neighborhood. This is calculated based on 100 lots at 4 bedrooms per lot at 120 gallons per day per bedroom. The gross developable acreage of the project is approximately 100 acres and is considered of insufficient size for a septic tank system and drain field. The soils in this area are predominately Poindexter loam, 8%-15o slopes rated moderate for septic adsorption with some Enon, sandy loam and Chewacia, sandy loam rated severe for septic adsorption. Also, a septic tank system and drain field system for this project is undesirable due to potential failure of the drain field over the life of the project. Spray irrigation is not considered viable due to the cost of the land necessary for the application field. A river with a high amount of flow passes through this property, Rocky River. It does not have a high stream classification and therefore could potentially be a receiving stream for treated wastewater from a wastewater treatment plant. It is anticipated that effluent limits for a wastewater treatment plant potentially discharging into Rocky River at this location would not be unusually stringent and, therefore, the cost of mechanical treatment utilizing a package treatment plant could potentially be within the budgeted costs for development. The proposed treatment facility would be designed to meet the applied designated limitations imposed by the State of North Carolina. Options considered for a mechanical/biological treatment system would include contact stabilization and extended aeration. The location of this site is per attached copy of composite USGS quadilater.al maps with the proposed discharge point being designated in red.
