Facility and Address: Frank Crainshaw 4675 Windy Road Concord, North Carolina 28025 2. Date of Investigation: January 22, 1990 3. Report Prepared By: Kim H. Colson, Environmental Engineer I 4. R. 1442 approximately .2 mile. Driveway is on the right (first driveway past creek). 6. Discharge Point - Latitude: 350 28' 45" Longitude: 800 43' 48" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No.: F 16 NW 7. Size (land available for expansion and upgrading): Approximately 26 acres is owned by Mr. Crainshaw; most of the land is pasture at this time. 8. Topography (relationship to flood plain included): Proposed site is moderately sloping with a small flat area in the northeast corner of the property (possible flood plain). 9. Location of Nearest Dwelling: Approximately 750 feet upstream, west 10. Receiving Stream or Affected Surface Waters: Emerson Branch a. Classification: WS-III (proposed WS-I) b. Describe receiving stream features and pertinent downstream uses: 5' deep by 15' wide channel, with small flood plain, approximately 10" flow at this time. Flat to moderate slope on channel grade. Proposed Coddle Creek reservoir would be only 3000 feet downstream. Coddle Creek is in the process of being reclassified to WS-I. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Other: Drainage area above proposed Coddle Creek reservoir and discharge is farm land with very light residential development. PART IV - EVALUATION AND RECOMMENDATIONS The applicant, Frank Crainshaw, has proposed to discharge wastewater into Emerson Branch. The applicant lives on approximately 26 acres, most of which is pasture. The discharge is for a new residence on this property. f Page Three The proposed discharge is approximately 3000 feet upstream from the proposed Coddle Creek reservoir. This watershed is in the process of reclassification to WS-I from WS-III. The receiving stream, Emerson Branch, has been determined from the waste load allocation procedures as having a 0.0 cfs 7Q10 stream flow. The proposed sand filter wastewater treatment system probably would not have the ability to obtain needed BOD levels. This Office recommends that the Permit be denied. Wade McDonald of the Division of Health Services, per phone conversation, recommended the Permit be denied. An alternative system such as land application, should be pursued. Our Mooresville Regional Office has performed a site investigation, and the Division has completed its review of the permit application. Our review has determined that the proposed point of discharge is approximately 3000 feet upstream of the proposed Coddle Creek reservoir. This watershed is in the process of being reclassified to a class WS-1 stream. WS-1 streams are sources of water supply for drinking, culinary, or food processing purposes. Wastewater discharges are not allowed on WS-I streams. Therefore, your request for a NPDES permit is hereby denied. Several wastewater treatment and disposal alternatives may be available in order to obtain approval for this project. Utilizing a ground absorption system which is handled under the jurisdiction of the local health department, connecting to a publicly owned treatment works, or spray irrigation are alternatives which should be evaluated.
