PROJECT SUMMARY: The applicant is proposing to construct a boating access facility consisting of. two double boat ramps with floating platform and two piers for access, a fishing pier, three boardwalks, bathrooms, playground, picnic area, 131 space parking, retaining wall, two infiltration basins, two stormwater wetlands, bulkhead associated with the proposed ramp, and a turning lane added to Emerald Drive. 9. NARRATIVE DESCRIPTION: The NCWRC Emerald Isle Boating Access project is located at 6710 Emerald Drive, adjacent to Bogue Sound, in Emerald Isle, Carteret County. To reach the project site, turn off Hwy. 24 onto Hwy. 58E traveling toward Bogue Banks. Travel 3.5 miles east of the Emerald Isle Bridge, on Hwy. 58(Emerald Drive). The project site will be on the left (north) side of the highway. The 24 acre project site consists of seven former residential parcels and one Town of Emerald Isle park property within the Emerald Isle planning jurisdiction and has an average highground elevation of +7 ft. above NHW. All parcels are owned by the Town of Emerald Isle with NCWRC holding a 50 year lease on the properties. The project area is cleared and maintained; vegetation consists of native grasses, shrubs, and coastal/Federal wetlands. A 500-700' wide swath of coastal wetlands exists on site consisting of Spartina alterniflora, Juncus roemerianus, and sparse areas of Distichlis spicata. The project site is bordered by Bogue Sound to the north, residential property to the west, residential property to the east, and Hwy. 58 to the south. The project site consists of approximately 6,060 feet of shoreline frontage on Bogue Sound, along with an existing canal and basin at the center of the property. The basin is stabilized by a bulkhead and has 44 tie pilings with 20 slips. The site is currently vacant residential lots within an existing asphalt road. The project site has 12,178 ft' (0.28 acres) of existing impervious, all of which is within the 575' Estuarine Shoreline AEC. State major permit #s 57-08 and 77-07 were issued to construct and excavate the existing basin and upland infrastructure, including the asphalt entrance road. The original project was a residential subdivision, with the upland basin serving for boating access. The Division of Water Quality classifies this area of the Bogue Sound as SA-ORW waters. This area is not a Primary Nursery Area. This portion of the Bogue Sound is open to harvesting of shellfish. 10. PROJECT DESCRIPTION: The applicant is proposing to construct a boating access facility, with the major structures on site being boat ramps, asphalt parking, stormwater structures, and boardwalks with a fishing pier. Currently, there are 44 tie pilings and 20 slips within the basin. All tie pilings would be removed and no formal slips are proposed within the boating access facility. The ramp setup proposed for this facility is two double launch ramps, providing four launch lanes total. Each ramp would be 30' in width and 94' in length. Each ramp is proposed to extend approximately 48' below NHW. The proposed ramp grade would be 14% and would be constructed of 8" of steel reinforced concrete with a bedding of 6" of washed stone and 12" of class A rip rap. 481 yd3 of in-water fill material is required to construct the ramps, covering an area of 48' x 68'. Construction perameters are as follows: • 335 yd' Class A rip rap under ramps • 100 yd' Class A rip rap around ramps • 67 yd' washed stone near ramp • 79 yd3 of concrete to construct ramp Between the two double ramps will be an 80' x 8' floating dock. There would also be two 100' x 6' fixed piers on each side on the ramps to provide for loading, unloading and staging for the adjacent ramps. There would also be 108' of vinyl bulkhead utilized around the fixed piers and ramps to aid in the ramp construction methodology, not for shoreline stabilization. These structures would be located within an existing upland basin dimensioned 200' x 126' with an average water depth of -4' NLW. The basin is connected to Bogue Sound by an existing access canal which is approximately 750' in length by 50' in width (NHW line to NHW line). Actual usable width would average 30'. Maximum water depths within the canal are along the centerline and are approximately -4.0' NLW. Once outside the canal, there is a connecting channel which runs parallel to Bogue Banks before connecting to the AIWW, approximately 2.25 miles to the west. This channel would be marked for navigation by NCWRC using approximately 15 red/green pairs of foam "can" buoys marked to USCG specifications. Upland development consists of added impervious for parking and egress and ingress traffic utilizing the ramp. In total, the facility would accommodate 131 parking spaces. For the western parking area, approximately 1,490 ft2 of Federal wetlands would be filled. Total impervious, post development, would be 23.1% or 133,454 ft2 (3.06 acres). A small radius of the access road encroaches inside the 30' Buffer. The development would add 2.78 acres of impervious surface to the existing conditions of the site. Included in the upland development is a turning lane added to Hwy. 58, for added safety while entering and exiting the boating facility. Included would be a 630' long retaining wall associated with the western parking area. To accommodate the runoff from the increased impervious area, two stormwater basins and two stormwater wetlands BMPs are proposed. The largest infiltration basin, basin #l, is designed to infiltrate in excess of the 10-year storm (6.88 inches). The drainage area to basin #1 is 2.149 acres, with 1.199 acres being impervious area. Basin #2 is located on the east side of the property, and is sized to handle the 10-year storm. The total drainage area is 0.793 acres with 0.256 acres being impervious. Stormwater wetlands #1 and #2 are designed as BMPs. Wetland #1 and #2 are designed to capture 2" of rainfall. Wetland #1 would handle a drainage area of 2.363 acres and consists of a 26' level spreader and 50' filter strip. Wetland #2 would handle a drainage area of 4.598 acres with 1.579 acres being impervious. A 26' level spreader and 50' filter strip is proposed to accompany this BMP. Approximately 2,388 ft' of Federal wetlands would be impacted. These wetlands are being filled in order to construct a stormwater wetland and level spreader/filter strip to provide secondary stormwater treatment. In addition, a 21' x 21' bathroom facility with 40' x 40' septic drainfield would be located between the western parking and the ramps. A 21' x 21' picnic shelter would be included in the proposed structures as well. This would be located on the north side of the ramps, directly adjacent to a 40' x 20' playground area. This area is accessible by a 170' x 5' mulched trail leading from the eastern parking area. There would also be three boardwalks within the project area. The first would be located on the eastern part of the property, near the parking area. The boardwalk would be approximately 66' x 5' and serve to connect the ramp area with the eastern parking area as well as serve access to the mulch trail leading to the playground and picnic area. The second boardwalk would provide* access from the western parking area to the ramp area. Boardwalk #2 would be 110' x 5'. Boardwalk #3 would serve as the accessway to the proposed fishing pier located on Bogue Sound. Boardwalk #3 would be approximately 970' x 5'. The aforementioned fishing pier would strictly be used as an observation/fishing pier only. This structure would serve no boating uses. The pier would be 106' in length from the NHW contour and 5' in width. At the terminus of the access pier would be a 61' x 8' "T" shaped platform. ANTICIPATED IMPACTS: The proposed project would result in the disturbance of 266,422 ft2 of uplands. As long as proper sedimentation/erosion control measures are taken, fine particulates would not be expected to have a major impact to the surrounding ORW waters. The amount of impervious surface would be increased by approximately 2.78 acres. Total impervious surface within the AEC would be 23.1 % . The stormwater basins are engineered to catch the first 6.88" of rainfall. Stormwater basins, wetland BMPs, and associated stormwater devices, have been proposed to address stormwater issues. A small portion of the access road for the ramp encroaches into the 30' Buffer. This portion of the road would be graded and designed to divert stormwater away from the nearby basin and into the adjacent stormwater basin. The proposed boat ramps would require an area of open water/shallow bottom, within the existing basin, to be filled measuring 48' x 68'. Approximately 481 yd3 of material would be used to achieve the proper grade of ramp. The ramps are located within a manmade basin, so bottom habitat impact would be minimal. The fishing pier located on Bogue Sound, would incorporate 6,466 ft2 of public trust waters. It would also have 1,018 ft2 of shallow bottom shading impacts. The access pier and boardwalk would be constructed a minimum of 3' above the coastal wetland substrate. Approximately 3,878 ft2 (0.09 acres) of Federal wetlands would be filled during the construction of this project. 1,490 ft2 would be filled during the construction of the western parking area. The fill of this portion of wetlands adds 10 parking spaces. The. remaining 2,388 ft2 would be filled during the construction of a stormwater infiltration BMP. In order to meet the minimum stormwater requirements, this section of 404 Wetlands are impacted to construct a level spreader/filter strip to help provide secondary treatment of the stormwater. This project would provide valuable public boating access, with 130 total parking spaces and 2 double boat ramp. The Town of Emerald Isle currently has no public boating access areas, and a facility such as this, would be a great gain for the nearby areas. The existing property currently consists of seven vacant residential parcels, in addition to Town of Emerald Isle Park property. Existing on the site is an asphalt driveway, connecting to Canal Drive to the west. Also on the site is a boat basin, which was recently constructed by the previous landowner. This project involves the construction of a new WRC boating access area. This BAA will include two double launch ramps (four launch lanes) and associated fixed and floating docks, an entry drive, 107 space parking lot for boat trailers and a 19 space parking lot for standard vehicles. The project will also include the construction of a bathroom facility, picnic shelter, playground and a fishing pier. The project property is adjacent to SA;ORW waters and will include various stormwater BMP's. Impervious Surface Calculations: The property is adjacent to SA;ORW waters. The Town of Emerald Isle Ordinance states that a maximum of 25% of the total upland area may be used as built upon area for this water quality classification. The total area above the mean high water line is 577,387 sf. The allowable 25% buildable area is 144,346 sf. The actual proposed impervious surface for the project is 133,454 sf (23.1% of upland area). Dredging: No dredging will be required for the construction of this project. The boat basin was recently dredged by the previous landowner. Grading: The total amount of earthwork for this project will be approximately 10,500 cubic yards. This includes rough and fine grading, the subgrade of the drive aisles and parking lots, and earthwork necessary to balance the site. No spoil site will be required as this project will not produce excess cut, or involves any dredging. The total disturbed area of this project is 291,000 sf (6.68 acres). Upland Excavation: The upland excavation involved in this project is from the construction of the two stormwater wetlands. Approximately 3,150 cy of material will be excavated for the construction of Stormwater Wetland #1. Approximately 1150 cy of material will be excavated for the construction of Stormwater Wetland #2. This provides a total of 4,300 cubic yards of upland excavation order to create the wetlands. All of this material will be used at other locations on the site (the site balances with no excess cut or fill). Existing Stormwater Conditions: The existing site has no stormwater controls. However, there is currently very little impervious surface on the site. Due to this, and the sandy soils present on the site, the majority of runoff is infiltrated, with the remainder sheet flowing to the marsh and into Bogue Sound. Proposed Stormwater Conditions: The proposed project includes the construction of four stormwater BMP's. The southern portion of the site will be treated by two infiltration basins. Berms will be constructed in order to create these basins in areas of natural depressions. These areas will be left natural, with all vegetation remaining, in order to minimize disturbance. The remainder of the site will be treated by two separate stormwater wetlands. Both wetlands will have bypass boxes which will divert excessive rainfall to a level spreader and vegetative filter strip to encourage sheet flow and provide additional treatment. Ramps/Docks: The proposed project includes the construction of two - double lane launch ramps. Each lane will be 15' wide, for a total of 60'. Between the two double lane ramps will be an 8'x80' floating dock and abutment. Additional fixed docks are also being added along the side of the ramps and the southern edge of the boat basin to provide temporary dockage. A fixed fishing pier is also being proposed about 900' to the north of the boat basin. This pier will be access by a 6' wide boardwalk and will itself be 9'x61'. As this pier extends into Bogue Sound, reflectors will be installed for the safety of night time boat traffic. Wetlands: The CAMA/Coastal Wetlands were delineated by DCM staff on September 10, 2009. The 404 Wetlands were delineated by the Corp of Engineers on February 26, 2010, and later revised on March 9, 2010. This project has no impact on the coastal wetlands. However, this project does produce a minor impact on the 404 wetlands. An additional ten boat trailer parking spaces are being provided due to the filling of 1,490 sf of 404 wetlands and on the western side of the property. A retaining wall is proposed to minimize the impact on these wetlands. Currently, the only boating access area in Emerald Isle is the Island Harbor Marina, which will be closing during 2010. Due to the lack of public access, this proposed project needs to provide the maximum allowable amount of parking for boaters. The project property consists of two parts, which include Town Park to the east and former residential lots to the west. In order to maximize the parking, the ramps and maneuvering area need to be located oil the eastern parcel while the boater parking is located on the western parcels. The only connection between the two areas is the narrow strip of land between the existing boat basin and Chapel by the Sea property line. An access drive is being proposed in this area, but due to the narrow width, is located within the 30' CAMA Buffer. Due to overriding public benefit, the Wildlife Resources Commission seeks an exemption on the requirement that prevents impervious surface within the 30' CAMA Buffer. If this exemption is not granted and the access drive not allowed, then the boating access area will be confined to only the western parcels, which would reduce boating parking by more than 50%. This reduction would fall short in meeting the public demand for boating access in Emerald Isle. There is a significant public benefit for this driveway to be allowed within the 30' CAMA Buffer.
