Explain the purpose of the proposed project:* The project proposes to restore, enhance and preserve appropmately 8,901 LF of stream channel involving 11 unnamed tributaries to the Ararat River. For project purposes, the streams have been named Venable Creek, UT1, UT2, UT2A, UT2B, U1-3, UT4, U1-5, UT5 Relic, UT6 and UT6 Relic. The project will generate cool stream mitigation units for the North Carolina Department of Environmental Quality Division of Mitigation Services. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project proposes 5,889 LF of stream enhancement and 2,796 LF of stream restoration. Stream restoration and enhancement will be achieved through natural channel design. Stream restoration activities include Priority 1 and Priority 2 approaches. Priority 1 restoration will involve the excavation of new channels within existing floodplain and Priority 2 sections of channel will be constructed where needed to transition grade from existing to proposed elevations. Both approaches will include installation of in -stream structures including constructed riffles, rock sills, log sills, lunker logs, log vanes, log j-hooks, brush toe, rock cross -vanes, rock cascade, and vegetated soil -lifts. In addition, two bio-retention cells and a step -pool conveyance channel will be implemented within the project area to provide post -construction storm -water treatment from cattle pasture run-off. Post -construction the project area will be planted with native riparian buffer and wetland species. Excavators will be used for channel and floodplain excavation as well as for bank grading, while articulated and track trucks will be used for hauling soil. Small equipment such as mini excavators and skid steers may also be used during grading activities. A conservation easement has been recorded on the project area. E. Impact Justification and Mitigation U 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Due to the nature of mitigation projects, impacts to on -site streams and wetlands are necessary. The project will use natural channel design techniques throughout to have an overall positive impact by restoring stream function and habitat, by improving bed features in the streams and by re- establishing flood storage and connectivity. Impacts will be minimized or avoided along relatively stable projects reaches. Construction access (haul roads and staging areas) were located to avoid existing wetlands as much as possible and minimize grading impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Project Construction will be done in the dry as much as possible through offline construction in areas of Priority 1 restoration and pumping around when working in existing online channels. Newly constructed channel banks will be stabilized using biodegradable coir fiber matting, seeding, and planted with native riparian species. Wetland impacts related to construction access will be minimized to only necessary areas. Proposed and existing permanent stream crossings will be used when feasible to reduce the number of additional temporary crossings. Construction activities will followthe guidelines outlined in the NC Erosion and Sediment Control Planning and Design Manual. These comments are attached for your review. Based on our review of these comments, we have determined that no major concerns have been identified with the Draft Mitigation Plan, which is considered approved with this correspondence. However, several minor issues were identified, as described in the attached comment memo, which must be addressed in the Final Mitigation Plan. The Final Mitigation Plan is to be submitted with the Preconstruction Notification (PCN) Application for Nationwide permit approval of the project along with a copy of this letter. Issues identified above must be addressed in the Final Mitigation Plan. All changes made to the Final Mitigation Plan should be summarized in an errata sheet included at the beginning of the document. If it is determined that the project does not require a Department of the Army permit, you must still provide a copy of the Final Mitigation Plan, along with a copy of this letter, to the appropriate USACE field office at least 30 days in advance of beginning construction of the project. Please note that this approval does not preclude the inclusion of permit conditions in the permit authorization for the project, particularly if issues mentioned above are not satisfactorily addressed. Additionally, this letter provides initial approval for the Mitigation Plan, but this does not guarantee that the project will generate the requested amount of mitigation credit. As you are aware, unforeseen issues may arise during construction or monitoring of the project that may require maintenance or reconstruction that may lead to reduced credit. Historically the site has been used for agriculture. The site is currently used primarily for open and forested cattle pasture. Cattle have full access to all site streams resulting in extensive erosion and incision.
