From: Steven PelleisO Subject: Construction/ATC request for Beacham Apartments #1 NPDES Permit no. NC0028223 Onslow County The Beacham Apartments has requested permission to construct a sludge holding tank under a previously issued ATC (see attached memo and letter). The WiRO has already completed a review of the facilities and it meets our requirements. The previous ATC allows construction of other components which will not be constructed at this time. This is mentioned in the regional memo. I called Jim Bushardt (WiRO) on 4/15/98 to let him know he had our approval to tell Mr. Beacham to go ahead and build since an ATC has already been issued and he is only added sludge holding facilities. AT NEXT RENEWAL This memo is also to remind the permit writer at next renewal to confirm installation of all components listed in the supplement sheet and redraft it accordingly. Please see the attached memo for additional information. DIVISION OF WATER QUALITY April 8, 1998 MEMORANDUM To: Dave Goodrich (Permits & Engineering) From: Jim Bushardt Subject: Permit No. NCO028223 Much -Delayed Authorization Beacham Apartments #1 WWrTP Onslow County p APR 14 IQ' po,4 4T GOURCE BRANCH to Construct The writer has received (per :request) plans and an ancient A to C letter for improvements at the subject facility. The information is enclosed for P&E review, if necessary. Mr. Beacham has (for years) been allowed to take sludge from the subject plant's clarifier to the City of Jacksonville's Wilson Bay Plant for processing in their digester. In return, the City got to use Mr. Beacham's land for sludge disposal. Now that the Wilson Bay Plant is off-line, Mr. Beacham has to process his own sludge and the writer recommended that an A to C be submitted for adding a sludge facility. What I got was the information that you now have. It's an A to C issued 9=30-85 covering a chlorination facility, sludge drying beds, sludge holding tank, sand filters and some other stuff. The latest rating sheet for the facility (4-4-91) indicates that the drying beds, sand filters, and sludge holding tank were never built. However, these items show up on the permit supplement sheet. Mr. Beacham would like to construct the sludge holding tank as approved by the Division. He does not want to construct any of the other items at this time. I have checked my latest A to1. C.guidance memo and an earlier one. I see no problem with Mr. Beacham building the sludge tank and not building the other stuff at this time. The sludge tank was approved by the Division and his design flows have not changed. He has a document allowing it. It is aerated, it's sized properly to meet the Division's current standards, and it has decanting capability. The facility is needed. DMR's from 2/97 to 1/98 indicate compliance. The I think requiring the filters to be installed at this time may prove to be difficult. If you don't agree with my thoughts, please let me know within a week or two so I can inform Mr. Beacham. I will leave you a voice mail to alert/remind you about this matter. Otherwise, I will be recommending that the facility be built in accordance with the approved plans and specifications (except that diffuser ports should be oriented to minimize. fowling).
