Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Pamlico Point is approximately 141 acres in size and is located in northeastern Pamlico County. MAW Point is approximately 55 acres in size and is located on the western edge of Pamlico Sound in eastern Pamlico County. Both properties are inactive bombing targets and are not currently used for any training activities. Pamlico Point and MAW Point are dominated by brackish marsh. Bombing Target 11 ( BT -11), also known as Piney Island, is a lowtying peninsula in the Pamlico Sound, Carteret County, NC. Piney island is comprised of over 11,000 acres of marshland. Piney Island is one of the most important military ranges on the east coast and is home to the Mid- Atlantic Electronic Warfare Range. The site contains a multi- purpose target complex designed to provide training in delivery of conventional and special weapons. The target includes three 0. 5 -mile radius restricted areas, and a 1. 8 -mile restricted radius around a target located in the northern half of the island (33 CFR 334.420). Raccoon Island (114 acres) is immediately adjacent to Piney Island. All restricted areas are closed to navigation and personnel at all times, with the exception of vessels engaged in operational and maintenance work as authorized by the Station Commanding Officer. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is install warning signs around the perimeter of Pamlico Point, MAW Point, Piney Island, and Raccoon Island in order to notify the public of the dangers associated with trespassing on the properties. Signage Wil be located approximately every 150 meters around the perimeter of each location, pending clearing for unexploded ordnance (UXO). Attached figures show approximate locations, but the exact location will be selected onsite once UXO clearance is performed. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Signage will be located approximately every 150 meters around the perimeter of each property, pending clearing for unexploded ordnance (UXO). The attached maps show approximate locations, but until the UXO clearance is performed, the exact location cannot be determined. Wooden piles will be driven installed from a barge in the water. Examples of signs to be installed are included in the attached drawings. The contractor shall provide a dedicated person(s) to serve as a Marine Mammal Observer(s) during all timber pile driving operations. The Observer(s) shall take watch during pile driving operations to watch for any marine mammals within a 300 meter radius of the location. In the event a marine mammal is spotted, the Observer will communicate to the construction crew to stop pile driving operations until the mammal(s) leaves the 300 meter Zone of Influence. 4j.
