Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project consists of a high -density residential development with approximately 157 single-family lots and associated roads, driveways, parking areas, utilities, stormwater infrastructure and amenities. The proposed project includes one road crossing that will result in impacts to a jurisdictional stream and Neuse buffers and grading that veil result in impacts to Neuse buffers and jurisdictional wetlands. The attached Overall Wetland Impact Map (Figure 5) depicts the overall plan view, and insets A and B showthe details of the proposed impact areas. Heavy equipment typical for road construction, utility installation and grading, such as track hoes, bulldozers, dump trucks and graders, will be used to construct the proposed project. 4j. Supporting Documentation 08_MRH19010_Louisbury_Fig 5 Combined Impact Maps.pdf 2.92MB E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Impacts to jurisdictional streams and wetlands and buffers have been avoided and minimized to the mabmum extent practicable. One road crossing is proposed that will results in impacts to Stream S1 and Meuse buffers (Figure 5 - Impact Area A). The road crossing was designed perpendicular to the stream channel and significant bends were avoided as much as possible in order to minimize buffer and stream impacts. Zone 2 buffer impacts (132 and 63) are also proposed for grading to accommodate lots (Figure 5 - Impact Area A). The proposed design avoids impacts to all wetlands except for a small portion of W7. The footprint required to create buildable area for two lots conflicts with 0.049 acres of the upper portion of W7, making this impact impractical to avoid (Figure 5 - Impact Area B). 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A Sediment and Erosion Control Plan for the project Will be developed and approved by the City of Raleigh, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes f• No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Impacts to streams and wetlands have been avoided to the mabmum extent practicable and the total proposed impact amount, including the permanent culvert impacts to Stream S1 and the grading impact to Wetland W7, fall below the mitigation thresholds. 6b. If yes, then identify the square feet of impact. 6c. Reason for impact 6d. Total impact (square feet) Multiplier 6e.
