PROJECT SUMMARY: The applicant proposes to construct a bulkhead within the approximate alignment of an existing remnant bulkhead, backfill an area of coastal wetland vegetation and partially grade the lot. Project Setting The site of the proposed development is located at 102 Sea Horse Lane (off of SR 1186) within the Walnut Island Estates subdivision located in Grandy, Currituck County, adjacent to the Currituck Sound. The property is approximately 3,150 sf in size and has approximately 75' of shoreline with a one foot erosion escarpment. The remains of a remnant bulkhead exist along this shoreline and due to storms and age, the majority of it has been washed out and the remaining 32' section is in poor shape. This has allowed erosion to occur landward of the bulkhead along its entire length. The current shoreline is partially lined with remnant concrete riprap which extends from the northwest property line for approximately 52'. The remainder of the shoreline is vegetated with a fringe of saltmarsh bulrush (Scirpus robustus). The elevation of the property is approximately +2.5 feet above NWL and there are currently no man-made features or uses now on the parcel. According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of newhan fine sand and is vegetated with groundsel bushes (Baccharis halimifolia), goldenrod (Solidago spp.) and grasses that are mowed periodically. It should be noted that the subject property contains colonies of invasive red fire ants (Solenopsis invicta), most of which are within the shoreline vicinity. The adjacent riparian property to the northwest contains a single-family residence, a bulkheaded shoreline with a dock and a boat basin. The adjacent riparian property to the southeast is a vacant lot with mowed grasses and is bulkheaded. Based on available information, there appears to be no archaeological sites on this property or nearby. The waters of the Currituck Sound in this area are classified as SC and are closed to shellfish taking. Water depths within the project site range from zero feet at NWL to -2.7 feet with an average water depth of -1.44 feet. The bottom substrate within the project area is made up of fine sands and detritus. Due to the time of year, rooted Submerged Aquatic Vegetation (SAV) was not observed; however, because of the eroded nature of the shoreline and remaining section of remnant bulkhead, the shoreline area has become a trap for dead SAV's as well as a significant amount of garbage. Development Proposal In order to prevent further erosion and regain use of the property as a camper lot, the applicant proposes to stabilize the shoreline by constructing 72' of wooden bulkhead. In order to get a straight alignment with the bulkheads on the adjacent properties to the northwest, the proposed bulkhead alignment is one foot waterward of the remaining remnant bulkhead section. The proposed bulkhead will tie into existing bulkheads located on the properties to the northwest and the southeast and will average -11' waterward of NWL with a maximum of 15' waterward of NWL. In addition to shoreline disturbance associated with bulkhead installation, the applicant Jar, Chapman Field Investigation Report Paz° 3 proposes to grade a 701x20: area to level the subject property and fill in low spots. Anticipated Impacts • The construction of the bulkhead along the proposed alignment will result in the filling of approximately 768 sf of Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • Bulkhead installation, backfill and grading will result in approximately 1,979 sf (0.05 acres) of land disturbance within the Estuarine Shoreline AEC. • Bulkhead installation, backfill and grading will result in approximately 68 sf of fill placed within a Coastal Wetland AEC. The project site is located at 102 Sea Horse Lane within the Walnut Island Subdivision, Grandy, Currituck County. The property previously had a bulkhead in the location that we are applying to reinstall. There are remnants of the existing bulkhead still in place along the old alignment. The property is vegetated in lawn grasses, a few small bushes and is approximately 2.5 feet above NWL. During my visits there are no signs of submerged grasses, shellfish or finfish within the project area. However, this area has become a trap to all sorts of garbage as well as rotting submerged grasses and fish. The applicant proposes to install new bulkheading where the remnant bulkhead pieces exist. In order to keep the bulkhead straight in line with the northwest neighbor's bulkhead, the proposed alignment will be one foot waterward of the remaining remnant bulkhead. The purpose is to restore the lot so that it can again be used as a camper lot. Behind the new bulkhead we will install clean sand for fill as well as grading and filling low spots within the lot.
