Ms. Robertson,
On August 27, 2020, the Division of Water Resources (Division) received your application requesting a 401 Water Quality
Certification from the Division for the subject project. The Division has determined that your application is incomplete and
cannot be processed. The application is on hold until the following items are addressed:
1. Please provide a plan and typical drawing describing proposed temporary impacts to streams and wetlands and
how these impacts will be restored upon project completion. This response should address temporary access
crossings, utility line replacement when the proposed CIPP method is not feasible, and for proposed
trenching/excavation associated with manhole extraction. [15A NCAC 02H .0502 (c)] [15A NCAC 02H .0506(b)(2)
and (3)]
2. The application indicates that utility lines that cannot be repaired will be abandoned and filled with concrete, and
that many of these lines are located in stream beds. Please indicate what measures will be taken to ensure that
concrete will not impact streams and/or wetlands during the proposed line abandonment activities. [15A NCAC
02H .0502 (c)] [15A NCAC 02H .0506(b)(2) and (3)]
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the proper
consideration of the application. If all of the requested information is not received, the Division will be unable to approve
the application and it will be returned.
