Hazen and Sawyer is pleased to submit two (2) copies of the Pump Station application
package to request issuance of a Sewer Permit for the Snow Hill Road Pump Station
(SHRPS) and the associated gravity sewer and force main for the City of Durham.
Pomect Descriation
Snow Hill Road Pump Station (SHRPS) is an existing wet-pit/dry-pit sewer pump station
facility owned and operated by the City of Durham (City). SHRPS is located within City
limits east of Snow Hill Road approximately 900 feet south of Toredge Road. SHRPS
receives gravity flows from several schools and residential customers, and pumped flows
from Treyburn Pump Station (Treyburn) #2, which serves the industrial area located east
of SHRPS. SHRPS pumps to a shared force main with Treyburn #3 and #4 with a
discharge at the Eno Pump Station (EPS) from which flow is repumped to the North
Durham Water Reclamation Facility (NDWRF). The SHRPS is currently a limiting factor in
accommodating industrial growth and increased flows from Treyburn #2, because its
capacity is less than Treyburn #2.
The purpose of this project is to replace the existing SHRPS with a new pump station and
force main to increase near -term and future -term SHRPS capacity. The new SHRPS will
be located outside of the flood plain, unlike the existing pump station.
Since the SHRPS will only replace the existing pump station and not generate any new
development, no additional flow will be introduced to the system. Additional flow will be
requested as needed in the future as developments increase in the service area

Subject: Snow Hill Rd PS - Sewer Extension Application/Eno Lift Station Capacity
Dear Mr. Robinson;
In response to your September 9, 2020 email to Hazen & Sawyer and myself, please find a revised Flow Tracking
for Sewer Extension Applications (FTSE 10-18) form- This updated form reflects current conditions resulting
from construction of the new Eno interceptor and lift station improvements, as well as addresses your question
regarding available capacity at the Eno Lift Station.
The FTSE form submitted with the City's initial permit application utilized a peaking factor of 6.0. The peaking
factor was taken from an assessment of an upstream outfall performed in 2017. Since the 2017 assessment, the
City of Durham Department of water Management (DWM) have performed the following:
Lined approximately 125,000 linear feet (LF) of gravity sewer, rehabilitated 155 manholes, and raised 8
manholes in the Eno Basin.
Earmarked another 140 manholes for rehabilitation in the Eno basin in our recently -started 2020
Manhole Rehabilitation contract. These are anticipated to be completed over the next 9 months.
Completed construction of approximately 8,800 LF of 48- and 36-inch interceptor main upstream of the
Eno Lift Station. This replacement, permitted as WQ0005513 Modification, incorporated several inflow
and infiltration reduction measures (elevated manhole rims, locking manhole rims and a revised
alignment that is less prone to flooding).
Since the new interceptor became fully in service around July 1, 2020, flow monitoring on the new outfall shows
a peaking -factor reduction to approximately 5 based on flow data to date. Flow monitoring data is attached.
Using the updated peaking factor, a net sewer flow availability at the Eno Lift Station is 131,000 gpd. Section 1.f
of the form has also been updated to reflect the City's request to al ocate this volume of new average daily flow
to the proposed Snow Hill Lift Station project.
Additionally, the new Snow Hill Lift Station will re -pump flow from the City's existing Treyburn 3 and Treyburn 4
lift stations. They currently Share a force main and discharge directly to the Eno Lift Station. This flow
contributes to the average daily flow documented in column B of the FTSE form. The proposed firm capacity of
the Snow Hill Lift Station includes the re -pumping of these existing flows; however, no change to the existing
average daily flow at the Eno Lift Station will take place as a result of this revised pumping configuration.
The City is currently under contract with an engineering firm to evaluate the Eno Lift Station's existing capacity,

buildout capacity, and interim and buildout lift station upgrades. The project is fully funded in the City's Capital
Improvement Program (CIP). In addition, the City Currently has active projects to identify and eliminate inf'ow
and infiltration in the gravity sewer basin that drains to the Eno Lift Station.

We received the application for the referenced sewer extension.
A permit has already been issued for the Snow Hill Rd. PS (WQ0038OO8, attached). We think because of this, this new
application should be a request for a modification to WQ0038OO8, instead of a request for a new permit.
The modification application should include everything that was in the original permit that will stay in operation, it
should not include anything that was in the original permit that will be taken out of service, and include any additional
lines that will be installed as part of the new construction. The new permit that is issued will completely replace the old
permit.

4. One thing I missed during our first review was the Flow Tracking Sheet (FTSE) that states that the downstream
Eno PS is (or will be, I'm not sure) 680,000 gallons over capacity (Item II of the FTSE). The addendum states the
design project for expansion of the Eno Lift Station are currently underway. We (DWR RRO) has recently
received an application to upgrade the Eno PS Force main, but to my knowledge, we haven't received an
application to upgrade the actual Eno River Pump Station. Please explain. Will an application to upgrade the
Eno River PS be submitted soon? When will the upgrades to the Eno River PS be expected to be certified and
ready for operation?
Item Lf of the Flow Tracking Sheet (FTSE) states that the flow for this specific request is 6.83 MGD. Is that the
additional flow that will be going to the new Snow Hill PS?

Brian, thanks for revising the application to reflect that this a request to modify the existing Snow Hill PS sewer
extension permit. After a more comprehensive review of the application, we have a few more questions:
The original Snow Hill Pump Station sewer extension permit (WQ0038008) only included two pump stations. It
did NOT include any sewer lines (gravity nor forcemain). The modification application we're reviewing includes
—350 LF of gravity line and 14,450 LF of gravity line.
a) Is all of the lines listed in the new application upgrades to existing lines? And/or will existing lines be
abandoned with the installation of new lines?
9500 linear feet of 12-inch force main will be abandoned in place following the construction of the 20-inch force main.
The existing force main discharge into a gravity sewer upstream of Eno Pump Station. This sewer is not adequately sized
for the additional flow, so the new force main will continue to Eno Pump Station. This is why the abandoned force main
is approximately 5,000 linear feet shorter than the new force main. 10 linear feet of existing 12-inch gravity sewer will
also be abandoned. This is the short section of sewer that enters the existing Snow Hill Road PS.
b) Do you know what sewer extension permit(s) cover(s) those lines (since they weren't included in the
original Snow Hill PS permit)?
I do not know which permit covers the existing force main. We are looking into that along with the permits for Treyburn
#2 and Treyburn #3.
2. Item IX.2 on the application is checked "No" for meeting wetland separation requirements. Please explain.
The project area and immediately surrounding lands were assessed for the presence and extent of jurisdictional
wetlands. Three wetlands were identified within or in proximity to the proposed project footprint. Wetland WA is
located on the pump station property and cannot be avoided due to its landscape position and the limited space
available between the existing fill slope associated with the Durham Tech parking lot and the upgradient limit of the
100-year floodplain. Wetland WA has been determined to not fall under the U.S. Army Corps of Engineers jurisdiction
and is therefore subject to regulation only under Section 401 of the Clean Water Act.
Wetland WB is located approximately 9 feet outside the proposed new easement along the force main alignment. The
force main cannot be shifted further away from the wetland edge due to its proximity to Snow Hill Road. The force main
alignment is set to parallel the roadway in the vicinity of wetland WB. Shifting the alignment to the west in an attempt
to avoid wetland impacts would require a significant increase in pipe length, and it may not be feasible to avoid wetland
impacts as has been done with the current alignment. Shifting the alignment to the east would require moving the line
to the other side of the roadway. A shift east is not feasible due the existing utilities that parallel the east side of Snow
Hill Road, with a gas line being of particular concern.
Wetland WC is located adjacent to the existing force main easement. The proposed force main alignment is situated
approximately 27 feet from the wetland boundary. The proposed alignment is situated as close to the existing force
main as is allowable. Shifting the existing alignment further from the wetland would require that the proposed force
main cross the existing force main and would result in impacts to a nearby stream beyond the limits of the existing
permanent stream impacts associated with the existing force main corridor.
Impacts to wetland WA are unavoidable due to site constraints. Impacts to wetlands WB and WC have been avoided in
the project design. The contractor will be restricted from work, disturbance, or other use of lands outside the utility
easement in order to prevent encroachment into, fill over, or other disturbance of wetlands WB and WC.
3. Item IX.6 is checked "no" for any high priority lines. Since this application includes almost 6 miles of sewerline,
please confirm that there are no high priority lines (aerial lines, any contacting surface waters, or any that
parallel streambanks that are subject to erosion).
The project does not include any aerial crossings of surface waters. All stream crossings will be installed with a
minimum cover of 4 feet in order in a steel casing to meet current design standards and protect against surface water
contact. The proposed force main alignment parallels three stream channels — Eno River, an unnamed tributary (UT) to
Cabin Branch, and a UT to Little River. The distance between the stream channels and the proposed pipe corridor are
generally in excess of 50 feet. A few, short segments of proposed force main are parallel to a stream within 50 feet of
the top of bank. The separation between the channel and the proposed pipe is greater than 10 feet, and the channels
have not been observed to be subject to erosion where the separation of the force main alignment and the stream bank
is narrower than 50 feet.
4- The revised app had a note on it beside Item VIII that states "Treyburn #4 PS is not being modified as part of the
project". The narrative that was included with the application heavily references Treyburn #2 PS (and mentions
Treyburn #3 and #4). The original Snow Hill PS permit (WQ003808) includes what appears to be Treyburn #4 P5
(@ 200 gpm). Please confirm that the PS that was included in the original permit (200 gpm) is Treyburn #4 PS.
Treyburn #4 is the pump station included in WQ003808 permit. As stated above, we looking into the permit information
for Treyburn #2 and #3 along with the force main. I will send you any information I receive regarding these as soon as I
get it.
Please let me know if there's someone else with the Town that I should be asking about previously permitted lines/PSs.

We received the application for the referenced sewer extension.
A permit has already been issued for the Snow Hill Rd. PS (WQ0038008, attached). We think because of this, this new
application should be a request for a modification to WQ0038008, instead of a request for a new permit.
The modification application should include everything that was in the original permit that will stay in operation, it
should not include anything that was in the original permit that will be taken out of service, and include any additional
lines that will be installed as part of the new construction. The new permit that is issued will completely replace the old
permit.

Attached is a letter describing the pumps and pump conditions for the SHRPS and the minor changes in pipeline lengths
that occurred since the original permit application submittal. I have also attached a revised page 3 that updates the
pipeline diameters and lengths.
The additional pump station in the permit is the 200 gpm Treyburn #t4 pump station. This station is not being modified.
The only change related to it is that it will now discharge into SHRPS and be repumped to Eno Pump Station. Previously
the stations share a common force main.

One thing that came up in the past, but got lost in the shuffle, is that the original Snow Hill PS Permit (WQ0038008
issued in Sept 2015) contained a 200 gpm pump station (in addition to the Snow Hill PS). Therefore, the application and
subsequent permit will need to contain the 200 GPM PS (if it's to stay I operation). I'm pretty sure that's one of the
Treyburn PSs, but I can't recall which one.

Dear Mr. Robinson:
Hazen and Sawyer is submitting revisions to the Pump Station application package to
request revision of Sewer Permit W00038008 for replacement of the Snow Hill Road
Pump Station (SHRPS) and the associated gravity sewer and force main for the City of
Durham. This revision includes the below description of the pumping operations for the
pump station and adjustments to the permitting pipeline lengths.
Pumping operation
The SHRPS pumping capacity was designed for two phases based on future flow
projections. The required capacity is 6.94 MGD in Phase 1, and 11 MGD in Phase 2. The
pump station will utilize three (3) pumps in Phase 1 (2 duty/ 1 standby) and four (4) pumps
(3 duty/ 1 standby) in Phase 2. The pump station will be equipped with one (1) low flow
pump and two (2) high flow pumps in Phase 1 and one (1) low flow pump and three (3)
high flow pumps in Phase 2. All pumps will be capable of contributing to firm capacity and
one of the high flow pumps will serve at the redundant pump for the station.
The pumps installed in Phase 1 will be designed with the Phase 2 flows in mind to ensure
a cost-effective transition from Phase 1 to Phase 2. Doing this will avoid replacing all 3
pumps in the future and instead add an identical fourth pump in Phase 2. The design
operating points are:

Pipe Length and Diameter Adjustments
The gravity sewer and force main pipe lengths were also revised since the original
submittal. For the gravity sewer, value engineering items resulted in the majority of the 30-
inch sewer line to be downsized to 24-inch. While on the force main, additional length is
required due to the selection of installation by directional drilling for a section of the force
main. The decision to perform the directional drill was in part to reduce costs and risks
associated with the pipeline installation under and near the Eno River and tributary
streams to the Eno River. The directional drill is listed as a 24-inch HDPE line. A larger
diameter HDPE pipe is required to achieve the same internal diameter as the 20-inch
DIPIFRP force main. Attached is a revised page 3 of the fast track permit application with
the updated pipeline lengths and diameters.

Dear Mr. Robinson;
In response to your October 8, 2020 email to Hazen & Sawyer and myself, please find a Flow Tracking for Sewer
Extension Applications (FTSE 10-18) form completed for the existing Snow Hill Lift station prior to the proposed
upgrades. This form reflects current conditions at the Snow Hill Lift station and includes the additional flow
requested Corning, Merck and Novo Nordisk.
Below, please find additional information on the numbers used to complete FTSE 10-18:
• Section Lf: Total flow for this specific request - This number is the sum of the Average Daily Flow (ADF)
requested by Merck, Corning and Novo Nordisk.
• Section 11, Firm Capacity • This number is the maximum flow rate the lift station is currently capable of
pumping with its largest pump out of service. The Snow Hill Road lift station shares a force main with
two other lift stations, when the other lift stations are pumping Snow Hill Road is not capable of
pumping at this rate_
• Section ILA Design Average Daily Flow —This calculation is based on a peaking factor of 2.56. This is the
observed peak of the Snow HRI Road LS based on 2020 flows to date and is consistent with the heavy
industrial discharge presence in the basin.
• Section 11.8: Approximate Current Average Daily Flow — This number is an average of flows to date based
on Snow Hill Lift Station pump runtimes. This number was not adjusted to reflect the instances where
Snow Hill is pumping at the same time as the other lift stations that share its force main.
• Section II,C: Obligated Not Yet Tributary Daily Flow -- The City of Durham has currently held all collection
system extension permits as well as industrial discharge permits or permit modifications in th,s basin.
The requested additional discharge to the Snow Hill Lift Station is in excess of the remaining available pumping
capacity at the existing station. The diameter of the existing wetwell is also not sufficient to meet the state's
minimum design criteria for cycle times with the additional flow requested The lift stations that share a force
main with the Snow Hill Lift Station would also be adversely impacted by the runtimes associated with the
additional flow requested to Snow Hill.
