SUBJECT. T. C. Roberson High School- Stream Mitigation Project
Dear Mike:
About three weeks ago, I received a call from Mr. Mike Parker, Inspector for NCDENR, who
reported that he had observed a "blowout" at the recently repaired stream. I reported the incident
to Mr. Ron Morris and Loring McIntyre with USDA and we met on the jobsite April 7, 2003 to
observe and determine possible solutions. Since you were unabl%to make the meeting, you and
I met yesterday at the jobsite and the stream failures were pointed out to you.
For the most part, the failures occurred on the "E5" stream. The earth mounds between the
stream returns were breached, permitting water to circumvent the designed pattern. The design
stream channels must be restored by rebuilding the breached areas and removing deposits in the
intended stream channel. To avoid similar, immediate failures of a similar type, it is suggested
that a thin weave, jute mat be placed on the upstream side of the berms of each repaired area. It
is also important to re-seed the areas immediately, in order to take advantage of the spring
growing season to establish vegetation that will prevent washouts in the future.
I respectfully call your attention to Addendum #1, dated September 5, 2002, to which was
attached the pre-bid minutes of a pre-bid conference conducted on September 4, 2002. Item #15
of those minutes requires the contractor to provide a full one-year warranty with no exceptions.
Consequently, I am requesting you to make the repairs under warranty conditions of your contract
and at no cost to the Buncombe County Board of Education.
Please notify me when you intend to begin the repair work. It is important to avoid any damage to
the existing landscape plantings.
