Neff A Sedimentation and Erosion Control Plan has been submitted for land disturbing activities at the proposed Daybeacon #9 (formerly Seafood Safari) development in Belhaven, Beaufort County, North Carolina. Several buildings on site have already been demolished and now the next phase of work is to remove the impervious concrete foundations along the waterfront at the former Seafood Safari complex. The remaining demolition work includes land disturbance within the 50 feet Tar-Pamlico Buffer. A sedimentation and erosion control plan has been submitted to Land Quality and was returned with a request for additional information. The additional information requested was a letter or e-mail of approval from the Division of Water Quality to proceed with land disturbance within the 50 feet Tar-Pamlico Buffer. Joe Lassiter reportedly met with you on site and discussed the removal of the concrete and impervious surfaces. Based on Joe Lassiter's account of the on site meeting, you agreed that the proposed removal of the impervious surfaces within the buffer would be allowable. Please note, the planned development does not include any impervious surfaces within the 50 feet Tar- Pamlico Buffer. Sedimentation and erosion control measures at the site include the erection of a silt fence along the current rip-rap and concrete bulkhead alignment. Copies of the Sedimentation and Erosion Control Plan have been included along with the relevant plats showing the formerly existing site conditions. Please contact Maria Rogerson with the Division of Land Quality in reference to this project. Conversations with Ms. Rogerson indicate she requires written approval from DWQ to approve the work within the 50 feet Tar-Pamlico including the erection of a silt fence. As stated above, demolition work has already begun at the facility. Therefore, your prompt attention in this matter is greatly appreciated. Land disturbance at the property includes the removal of all of the existing gravel, asphalt and concrete. Demolition of the buildings on site has already begun. Currently, a Major CAMA Permit is being sought for the development of the property. Please note, for many years rubble has been placed along the water's edge at the facility. The rubble bulkhead will be pulled back and removed from the landward edge of the normal water line. The developers plan to construct a bulkhead in place of the rubble bulkhead that exists now. No excavations will take place below the water line. The entire area of disturbance is equal to approximately 95,182.44 square feet or 2.19 acres. This 2.19 acre area is the entire site. Proposed sedimentation and erosion control measures include the erection of - a silt fence around the entire property with two gravel construction entrances. Once the site is cleared of all concrete, asphalt and building materials it will be graded level and then seeded according to the specifications outlined on the attached details sheet. Upon receipt of the required information, a detailed review of the plan will be made and an approval or disapproval will be issued. A vicinity map in sufficient detail to allow for timely location of the site A North Arrow and Scale A completed signed and notarized Financial Responsibility/Ownership form. The deed book and page number for the recorded instrument proving ownership must be included. Offsite drainage, if flowing through this project, must be included in the runoff calculations. The limits of disturbance need to be clearly indicated The watersheds for each pipe, ditch, swale and channel section must be clearly shown and identified on a revised drawing to correspond with the calculations. A construction entrance pad must be shown on revised drawing. The pad is to be located at each point of project egress to a paved public road.
