Attached please find the revised permit drawing (Figure 8-REV), depicting the 25-foot
wide, undisturbed buffer surrounding Stream 3 at the Proposed Mallard Creek High
School. Based on my conversation with you on March 21, 2005, it is my understanding
that the inclusion of this 25-foot wide, undisturbed buffer supercedes Condition No. 10 of
the March 9, 2005 Section 401 Water Quality Certification, which called for a 15-foot
wide planted buffer. As I indicated, Stream 3 is located in a wooded area. If you have
