Subject: General 401 Water Quality Certification #3687, for Broadneck Swamp Low Water Crossings

Dear Ms. Richter:
The Washington Regional Office received your application for the Broadneck Swamp Low Water Crossings on December 7, 2009.
The impacts proposed are for lowering roadway elevations and culvert installation to accommodate overland flows as described in
your application. This Certification can also be found on line at: http://h2o.enr.state.nc.us/ncwetlands/certs.htnil. You are authorized
to proceed with your project as proposed under General Water Quality Certification (WQC) #3687 (enclosed). The Certification(s)
allows you to use Nationwide Permit(s) 3 when issued by the US Army Corps of Engineers (USAGE). In addition, you should obtain
or otherwise comply with any other required federal, state or local permits before you go ahead with your project including (but not
limited to) Erosion and Sediment Control, and Non-discharge regulations. Also, this approval to proceed with your proposed
impacts or to conduct impacts to waters as depicted in your application shall expire upon expiration of the 404 or CAMA
Permit. Written concurrence from the Division of Water Quality (DWQ) is not required provided that you can meet all of the
conditions of the General Water Quality Certification.
If at anytime during construction of your project you determine that you cannot meet these conditions or if there are any additional
impacts to wetlands or water quality not described in your application, you must contact this office immediately. If you have any
