The new wastewater treatment plant was substantially completed on May 16, 1997. On May 16 all treatment units were filled for the purpose of testing our equipment. On this date the Enviro Quip representative was checking our diffusers and found 14 diffusers to be faulty. With so many of the units bad, Enviro Quip decided to replace all 1104 diffusers. On May 19, the tanks were drained for.the " purpose of replacing the diffusers. On May 29 the replacement of the diffusers was completed and we began filling tanks again. On June 1 the remaining check list items were: 1.) Duke Power must replace a transformer to provide adequate plant voltage. 2.) Landscape and clean up. 3.) Touch-up painting- H. During the months of April and May two situations occurred which caused our non-compliance. These were: 1.) The sludge from our imhoff tank had to be temporarily transferred to an aeration basin. Rex Gleason Page 2 tank in order to complete their work. We were unable to take sludge to the fields due to excessive rains at the time. 2.) The only treatment unit in operation at this time was the old aeration units. The contractor was working on the other units. We scheduled our work to minimise their situation but could not avoid taking these units out of service. 3.) In May we were in non-compliance on one of our weekly results. Our month total was in compliance. The weekly noncompliance occurred during the week of May 14. During this week one side of our plant was down for the contractor to make repairs to the treatment units. On May 16 the repairs were completed. III. On May 30, 1997, our plant operator was injured on the job and hospitalized for 4 days. He was out ow work a total of two weeks. During the period oftime the regular operator was out, the plant was staffed by our back-up operator. The back-up operator was not aware of the May 31 notification date. Our regular operator returned on June 16. Immediately upon his return it was necessary to schedule several training sessions with our equipment suppliers. This required several days. As a result of these factors, we failed to notify the NCDEHNR ofthe completion date.
