Box 1530 Hickory, NC 28603-1530 SUBJECT: Laboratory Certification Maintenance Inspection Dear Mr. Hawes: Enclosed is a report for the inspection performed on October 3, 2003 by Mr. Chester E. Whiting. Where deficiencies are cited in this report, a response is required as well as for all lettered comments and/or recommendations. Within thirty days of receipt, please supply this office with a written item for item description of how these deficiencies, comments and/or recommendations were corrected. If the deficiencies cited in the enclosed report are not corrected, enforcement actions will be recommended. For certification maintenance, your laboratory must continue to carry out the requirements set forth in 15A NCAC 2H .0800. INTRODUCTION: Shurtape Technologies, Inc. Stony Point P.O. Box 1530, Hickory, NC 28603-1530 5087 October 3, 2003 Field Parameter (Maintenance) Chet Whiting, Wes Bell (DWQ Plant Inspector) Mr. Mark Hawes The above named laboratory was inspected to verify compliance with 15A NCAC 2H .0800 for the analysis of environmental samples. II. OVERVIEW: The facility was neat and well organized. Facility personnel provided the. inspector(s) with all materials, and information requested for examination. The facility was doing an excellent job overall. Analytical equipment was well maintained and documentation was well organized. - . III. DEFICIENCIES, REQUIREMENTS, COMMENTS, AND RECOMMENDATIONS: GENERAL: A. COMMENT: Units of measure were recorded in the Operator's log, but were not recorded on worksheets. REQUIREMENT: 15A NCAC 2H .0805 (g) (1) states " Data pertinent to each analysis must be maintained for five years. Certified data must consist of date collected, time collected, sample site, sample collector, and sample analysis time. The field benchsheets must provide a space for the signature or initials of the analyst, and proper units of measure for all analyses." NOTE: A cover statement may be used on the worksheet, or in the log for each parameter. For example: All Dissolved Oxygen readings are in mg/L unless otherwise specified. There would need to be a cover statement for each parameter and it would need to be printed on each sheet, or documented in each log book (on the inside front cover for example). B. COMMENT: Temperature is analyzed using the pH meter. The meter is checked by a commercial laboratory facility using an NIST thermometer. Documentation supplied by the commercial laboratory indicates it was certified in 1989. No information was supplied indicating that the thermometer had been re -checked. This is an extremely long period of time for any thermometer to be- in service without being re -checked. Page 2 Shurtape Tech STRONG RECOMMENDATION: We strongly urge the facility to discuss this issue with the commercial laboratory. If the thermometer has indeed been checked obtain a copy of the results for your files. If the thermometer has not been checked we suggest you consider having your pH meter checked with a thermometer that has a more current certification or calibration date. Requirement: All thermometers must meet National Institute of Standards and Technology (NIST) specifications for accuracy or be checked, at a minimum annually, against a NIST traceable thermometer and proper corrections made. Reference: 15A NCAC 2H .0805 (a) (7)(0)• DATA REVIEW: No errors were observed in the data examined. IV CONCLUSION: Correcting the above -cited comments and implementing the recommendations will help this facility to produce quality data and meet certification requirements.
