,A letter of request for an Authorization to Construct was received Qvtober 25.1995 by the Division
and final plans and spocificatiOns for the subject project have been reviewed and found to be satisfactory.
Authorization is hereby granted for modification of the existing 0.43. MOD wastewater treatment plant to
increase capacity to 0.83 MOD by the addition of the following.' demolition of two (2) existing dosing
siphons and six (6) sludge drying beds; conversion of two (2) trickling filters into; 376,000 $allon�aerat ion
basins with diffused air piping and three (3) 1-,nk
200 cfm blowers; conversion of tvvo (2) Imhoff tas into
109,395 gallon aerobic sludge digostors; conversion of one (1) aeration basin into a sludge digestor; two
(2) now 500 seftrt blowers; •a new 40-foot diameter clarifier; chlorination and dechlorination chambers;
Chlorine. and. sulfur dioxide feed systems; anew grivehamber, a recycle pumping station with two _(2) 300
gpin pumps, mercury float controls and high water alarm; a scum pump station with -one (1)--175 gpm
pump, mercury float ecintrols and high water alarm; a 200 kW diesel cn e-generator standby power
system; and all • associated piping, valves, controls, and appurtenances with discharge of treated
wastewater into Lower Little River in the Catawba River Basin.
This Authorization to Construct is issued in accordance with Part III, Paragraph C of NPDES
Permit No. NCO026271 issued November 27, 1995, and- shall be subject to revocation unless the
v►►"tewater treatment facilities are constructed in accordance with tho conditions and limitations spedfied•in
Permit No. NC0026271.
The sludge-4enerated from this treatment facility must be disposed of in accordance with G.S. 143-
215.1 and in a manner approved by the North Carolina Division of Environmental Management!
in the event that the facilities fail to perform satisfactorily, including the. creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those:as may be requited bythis
Division, such as the construction of additional or replacement wastewater treatment:or.disposal facilities.
The Mooresville Regional off -ice, telephone number 704-663-1699 shall be notified at least forty-
eight (48) hours. in advance of operation of the installed facilities so that an in -place inspection can -be
made. Such notification to the regional supervisor shall be•rnade during the normal office hours from 8:00
a.m. until 5.00 p.m. on Monday through Friday, excluding State Holidays.
