OFFICt AUG 1 3 2004 ;q -- NATER24 Subject: NOD Response Letter Compliance Sampling Inspection Town of Taylorsville NPDES #NC0026271 Dear Mr. Bridgeman, This letter is to address the deficientcies noted in our recent compliance inspection which occured August 3, 2004 by Mr. Wes Bell. SECOND CLARIFIER: The floating sludge on (C2) #2 train has since improved. As Mr. Bell was informed, I had wasted too much sludge the day before inspection to properly settle the thin particles 24 hours later. I do not recall clarifier #2 having "black" or "odorous wastewater", but small clumps of light brown sludge and some foam in the center, which is __ normal -behavior when accidentally overwasting at our facility. The bolt -hole at the scum trough has since been plugged to prevent leakage through the weir as it empties. EFFLUENT PIPE: High turbidity has since cleared up. This turbidity was due to overwasting on the #2 train. The #1 train was sparkling -clear on the day of inspection, but the combined turbidity from the #2 train caused final effluent to also be somewhat turbid. Effluent tests conducted during inspection should indicate total compliance inspite of the turbidity issue. The Prision Unit has outfall by a one hour hike via _trails as it is today. Outfall (concrete headwall) can also be viewed from across the river. The inspection report has been read in its entirety, and the Town of Taylorsville will take steps to insure compliance with each item.
