This Office is in receipt of your response to our correspondence regarding the final
engineering certification additional information request dated February 28, 2019. Following
review of your response, the Mooresville Regional Office (MRO) requests the following
additional .information:
As per your response (dated February 28, 2019), you indicated that the wastewater
collection extension (WQ0039129)-was placed into service on August 7, 2018. As
per the Fast Track Sewer Engineering Certification received by this Office on
December 6, 2018, the wastewater collection extension (WQ0039129) was certified
by Benjamin Thomas, PE on November 29, 2018.
Provided that the details above are accurate, please respond to this
correspondence, in writing, explaining why the wastewater collection extension
(WQ0039129) was. placed into service prior to official certification by a licensed
professional engineer.

Please bfle reminded that Wastewater Collection Extension Permit (WQ0039129) contains
the following condition in Part II.7:
"Upon completion of construction and prior to operation of these permitted facilities, the
completed Engineering Certification form attached to this permit shall be submitted with the
required supporting documents to the address provided on the form. 'A complete certification is
one where the form is fully executed and the supporting documents are provided as applicable.
Any wastewater flow made tributary to the wastewater collection system extension prior to
completion of this Enmineer's Certification shall be considered a violation of the permit and
shall subiect the Permittee to appropriate enforcement actions. "
