left on 7th Street S.W. Turn left on Happy Plains Road. Turn left on Minnington Road. The
WWTP is at the end of the road.

8. Topography (relationship to flood plain included): The area in which the drying beds are
located may be prone to flooding. Precautions should be taken to protect New Clarifier 1,
New Recycle Pumping Station 1, the new chlorine contact chamber and the dechiorination
chamber/room from flooding.

C. Describe receiving stream features and pertinent downstream uses: The stream is
approximately 80 feet wide, has considerable flow, and has a bed that consists of
sand, mud, and rock. The stream has typical class "C" usage downstream.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

d. Please provide a description of existing or substantially constructed wastewater
treatment facilities: Facility consists of a bar screen, a flow splitting box, two Imhoff
tanks (in series), two trickling filters in series, an aeration basin, a secondary clarifier,
an aerobic digester, and chlorination. This facility also has sludge drying beds (not
currently in use). '
2. a. Please provide a description of proposed wastewater treatment facilities: The
proposed facilities will consist of a manual bar screen, a manual grit chamber, a flow
splitting box, dual aeration basins, dual final clarifiers, dual chlorine contact
chambers, one dechlorination tank, and four aerobic digesters.
b. Possible toxic impacts to surface waters: This facility is apparently handling
industrial wastewater from various sources including textile and furniture.
C. Pretreatment Program (POTWs only): None at this time. However, this facility
currently treats and will treat industrial wastewater in the future. The Town of

Taylorsville is in the process of establishing a pretreatment program.

collected from the bar screen and the Imhoff tanks on site. This facility does not
have a permit to dispose of these solids in this manner.

PART III EVALUATION AND RECOMMENDATIONS
The Town of Taylorsville is applying for an Authorization to Construct to increase the
capacity of the wastewater;treatmerit facilities from 0.43 MGD to 0.83 MGD.
Staff from this Office and'tl e'Asheville Regional Office recently visited this site in response
to a request from the Town for technical assistance. The ORC did not attend this meeting and the
other representatives from the Town left during the visit and did not return. These actions seem to
indicate that some of the problems that the this subject facility is experiencing may be a result of

inadequate motivation to properly run the facility. As a result it is not certain that the requested
improvements will achieve.the desired results. Nevertheless, the facility does need to expand its
treatment capabilities in order to meet the expected increase in wastewater volume.
The Town is proposing to convert the existing trickling filters into aeration basins. The Town
proposes installing 50 HP floating surface aerators in file aeration basins. It is not clear why the
Town is proposing to use this method of aeration when it would be possible to add blowers and
diffusers as will be done with the aerobic sludge digesters. The walls of the existing trickling filters
will be raised approximately-4 feet. The resultant water depth in the proposed aeration basins will
be 10 feet. The shape of these basins will be cylindrical (vertical sides that meet a horizontal wall),
and the diameter of each basin will be 80 feet. The aerator will be located in the center of the basin.
The shallow and wide configuration of the basins and the central location of the aerators may
produce "dead spots". Considering the Town's apparent lack of initiative to properly maintain and
operate this facility, this Office would prefer a more reliable method of aeration for the aeration
basins such as diffused air. Also, because this facility will not be using diffused air in the aeration
basins, it will be reclassified from a Class III to a Class II WWTP.
