Odom: Donald R. van der Vaart Secretary March 25, 2015 Subject: Review of Permit DRAFT NPDES Permit NCO026271 Town of Taylorsville WWTP Alexander County Based on your request to renew the subject permit (received September 22, 2014), the Division of Water Resources (DWR or the Division) hereby transmits a renewal draft for your review and comment. Please review this draft carefully to ensure your understanding of the limits and monitoring conditions; and to correct errors, if any. Concurrent with this notification, the Division will solicit public comment on this draft by publishing a notice in newspapers having circulation in the general Alexander County area, as required by the NPDES Program. Please provide your written comments, if any, to DENR / DWR / NPDES Program no later April,28, 2015 (approximately 30 days after receiving this document). Your written comments are welcome, but are not mandatory. Changes for Renewal. We understand that you have upgraded your WWTP headworks during the last permit cycle, in accord with the Division's Authorization to Construct (ATC), dated November 19, 2010. We have therefore made minimal changes to your permit by updating your facility description and site map. The revised map reflects your updated receiving -stream segment fiom the previous 11-69-(0.5) to the segment 11-69-(5.5), classified WS-IV on the Lower Little River. We have also added monitoring parameter codes for your convenience [see permit Section A. (1)]. However, please note that a new reporting program, electronic reporting of Discharge Monitoring Reports (DMRs), is now required within 270 days of the permit effective date. Implementing Electronic Discharge Monitoring Reports eDMRs). Please be advised that the Division has implemented an electronic Discharge Monitoring Report (eDMR) program, in accord with pending requirements by the Environmental Protection Agency (EPA). We have included the details required to implement the eDMR program in this permit [see permit Section A. (3.)]. Proposed federal regulations require electronic submittal of all DMRs and specify that,. if North Carolina does not establish a program to receive such submittals, Permittees must then submit eDMRs 1617 Mail Service Center, Raleigh, North Carolina 27699-1617 Location: 612 N, Salisbury St. Raleigh, North Carolina 27604 Phone: 919-807-63001 FAX: 919-807-64921 Customer Service: 1-877-623-6748 Internet: www.ncwaterquallty.org An Equal Opportunity1 Affirmalive Action Employer —0 ti}to 'ti•1 directly to EPA. The Division received Permittee's timely request to renew (Standard Form 2A), received 22Sep2014. Although BIMS indicate a complex wastestream [-70 Domestic / 30% industrial], Taylorsville WWTP does not have a pretreatment program [Sarah Bass (PERCS)]. Fact Sheet Renewal 2015 -- NPDES Permit NCO026271 Page 1 Changes to Facility Description The Town of Taylorsville WWTP received an Authorization to Construct (ATC) from the Division (19Nov2010) to install new components at the headworks. These facilities were confirmed completed by Engineer's Certification received. from Benjamin B. Thomas, PE (10kn2013). These improvements have been added to the facility description for renewal (see Supplement to Permit Cover Sheet) as: • - post-headworks lift station • lime / pH control Flow Summary 2010-2014: Year Ave Min Max n 2010 0.407 0.233 0.982 365 2011 0.394 0.246 0.888 365 2012 0.370 0.218 1.569 366 2013 0.422 0.211 1.395 365 2014 0.428 0.154 1.158 364 Revised Receiving -Stream Segment. Previous permits have incorrectly included this outfall within receiving -stream segment 11-69-(0.5), a Class C waterbody. This renewal relocates the outfall to the correct segment immediately downstream: Segment 11-69-(5.5), Classified WS-IV (see Map, Permit Supplement to Cover Sheet, and the attached documentation). Receiving -Stream Conditions. Start-up Level-B modeling suggested secondary limits as adequate to protect the receiving stream; no instream monitoring recommended. Instream monitoring is not recommended for renewal. This facility discharges to receiving waters designated as the Lower Little River [segment revised for renewal]. The Lower Little River revised segment 11-69-(5.5) is not listed as "impaired" [not included on North Carolina's 2014 Final 303(d) list]. However the segment immediately upstream [11-69-(0.5)] lists the fish community only "Fair" [Nar, AL, FW], see attached. Compliance Inspection. Mooresville Regional Office (MRO) inspected the facility on December 5, 2013. COMPLIANCE REVIEW Whole Effluent Toxicity (WET) Testing. The Town of Taylorsville WWTP conducts Quarterly WET testing [Chronic; Ceriodaphnia 7-day pass/fail @ 8.2%). A review of toxicity data, submitted from the years 2010 through 2014 indicated all twenty (20) WET tests reported as "pass." Notices of Violation (NOVs) and Penalty Assessment. BIMS indicates this facility received no effluent limit violations; no NOVs or civil penalties were assessed during the last permit cycle.
