Moore Supervisor, Aquatic Toxicology Unit From: CarolIlollenkamp Quality Assurance L(Ir, Aquatic Toxicology Unit Subject: Whole effluent toxicity test results Schneider Mills WWTP NPDES Permit # NC0034860/OO1 Alexander County The aquatic toxicity test using flow proportional composite samples of effluent discharged from Schneider Mills WWTP has been completed. Schneider Mills WWTP has an effluent discharge permitted that is 0.78 million gallons per day (MGD) entering Muddy Fork Creek (7Q10 of 1.4 CFS). Whole effluent samples were collected on April 20 and April 23 by John Lesley and a facility representative for use in a chronic Ceriodaphnia dubia pass -fail toxicity test. Tile test using these samples was invalid due to poor control response. We were unable to determine if>80% of controls had a third brood, and the control coefficient of variation was >40%. NPDES Permit No.N00034860 Alexander County, NC Dee Freeman Secretary A review of the December 2010 Discharge Monitoring Report (DMR) revealed reporting deficiencies, which resulted in your permit being flagged for flow monitoring violations on December 24th - 31st in the Division of Water Quality's (DWQ's) compliance database. Be advised that improper reporting is a violation of NPDES Permit conditions and may be subject to enforcement action, including civil. penalty assessment, by the Division. Since your permit requires continuous monitoring of flow you must enter a value of "zero" on those days that the plant is shutdown and there is no discharge of effluent from the wastewater treatment facilities. In addition, you may enter "Holiday" across the parameter blocks on each date designated as a holiday by the permittee as an explanation for the non -discharge of effluent. The submission of an amended DMR is required to address the noted monitoring violations during the period of December 24th - 31 st. The amended December 2010 Discharge Monitoring Report must be submitted by no later than April 22 2011. Alexander County Dear Mr. Webb: Division personnel have conducted a preliminary review of your application for the renewal of the subject permit. We have the following questions regarding this application. 1. As in the previous modified permit, your limits will be based on effluent guidelines found in 40 CFR 410.32, which contains a limitations table for Water Jet Weaving. This table is part of Subpart C, Low Water Use Processing subcategory. In order to calculate your limits, you must provide a production rate, in pounds of product per day, expressed as a monthly average. Please provide this .data, covering the past five years. 2. Some discharge that was previously sent to the stormwater system is now sent to the WWTP. What is the nature and amount of this discharge? Please update your flow diagram to include this waste stream, if appropriate. 3. You indicated in a previous application that you do not have dye or finishing type operations.
