Responding to your renewal request received April 14, 2000, the Division of Water Quality
(the Division) has processed your NPDES Permit and hereby transmits this draft for your review
and comment. Based on our review of plant performance, applicable regulations, and receiving
stream conditions, the Division has made the following changes to this permit:
Additions: Sulfide, phenols, and total chromium have been added to this permit.
These parameters are required through federally mandated guidelines for
woven fabric finishing [40CFR 410.42 (a)]. These parameters were
inadvertently left out of previous permits. The monitoring frequency will
be required at 2/Month consistent with Class II WWTP facilities.
Deletions: Based on data review, instream sampling for BOD5 will no longer be
required. The Division conducted Reasonable Potential Analyses (RPA)
on effluent metals and toxicants to evaluate their "potential" to exceed
receiving -stream Water Quality Standards. Because the RPA found "no
reasonable potential" to exceed allowable levels, cadmium, lead,
mercury, and zinc will be deleted from the permit.
Because silver did indicate "reasonable potential" to exceed allowable levels (based on 12
data points), monitoring of this parameter shall continue. However, if silver is not detected after
two years from the permit effective date (8 additional data points), the Division will consider the
permittee's request to discontinue monitoring for silver.
The Division noted some irregularities and absences in quarterly metals sampling and
reporting. Please be advised that all future metals sampling shall coincide with Whole Effluent
Toxicity (WET) testing, with sampling and analysis to be performed concurrently during the
months of March, June, September, and December.

Although the remaining parameters and monitoring requirements remain unchanged, please be
advised that the Division has resorted the table under Effluent Limitations and Monitoring
Requirements by "Sample Location" to facilitate operator use.
With this notification, the Division will solicit public comment on this draft permit by
publishing a notice in newspapers having general circulation in the Alexander County area.
Please provide your comments regarding this draft, if any, to DENR / DWQ / NPDES Unit
no later than May 25, 2001.
Following the 30-day public comment period, the Division will review all pertinent
comments and take appropriate action prior to issuing a final permit. If you have questions
