Subject: Variance Request - Flow Measurement

Your request, by letter dated August 10, 2004, and your follow-up letter dated August 27,
2004, concerning a change in the method of influent or effluent flow measurement have been
reviewed.. You have requested to be allowed to use water usage data in lieu of instantaneous
measurements. As you are aware, the subject NPDES permit requires only a weekly
instantaneous measurement that is representative of the total discharge over a 24-hour period.
You indicate in your letter that the metered potable water is used entirely for bathroom
purposes and is, therefore, discharged to the wastewater treatment plant. You have also
indicated that the water meter is read once per month and that the total amount of water used per
month "will be averaged over the days of the month." Please be aware that your divisor should
represent the number of days during the month that your company is actually in operation and
using water, not the total number of days in the month...Your request is hereby approved, .
contingent upon the proper use of the water usage data

monthly. The amount will be averaged over the days of the month.

justification for approval of your request; however, you do not indicate at what frequency the
water meter is read and how the water usage data will be used to be representative of the
discharge flow Your request can not be approved until this information is provided.

Re: Request for a variance reading to calculate water flow
We are requesting a variance reading to use the water meter reading to
calculate the water flow.
The water that goes through the meter goes through the treatment plant.
The water is not used for anything other than the bathroom, which flows
through the treatment plant.
