As recorded in the attached email, we propose that Outfall 002 is manmade and not subject to the Neuse River Basin stream buffer requirements. It is our understanding that you visited the DuPont site on August 171h, 2020. We appreciate your making time to view the site. We'd like to share some additional information as evidence that Outfall 002 is a manmade conveyance. DuPont put together the attached presentation of the history of the site and Outfall 002. In addition to this presentation I have attached two historic USGS maps (printed to pdf, not -to -scale): 1904 map showing the beginnings of the ditch system, but not yet complete. 1983 map, showing Outfall 002 as a "stream" but also indicating that the water courses downstream of Outfall 002 are ditched. The ditches intersect at right angles and one ditch crosses another as a "tee". The receiving ditch downstream of Outfall 002 crosses a drainage divide and drains both to the south and to the north. In addition to the history of Outfall 002, it is currently in use as a spill containment basin.
