Box 729 Whiteville NC 28472 Subject Property: West Columbus High School Athletic Field REQUEST FOR MORE INFORMATION Dear Mr. Gore: On February 9, 2010, the Division of Water Quality (DWQ) received your application to impact 0.37 acres of 404 wetlands and 134.5 linear feet of stream for the construction of a regulation soccer/track field. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: Please re-submit your site plans (for the entire project site) on plan sheets at a scale of no smaller than 1 "=50' with topographic contours shown. No plans were provided for the 0.37 acres of wetland impacts. 2. Please provide cross section details of the proposed stream impacts showing the provisions for aquatic life passage. 3. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on the site plan. 4. The PCN application lists 134.5 linear feet of stream impacts but also describes "enhancement" of 659.5 linear feet of the same stream and leaving only 240 linear feet of this stream undisturbed. Please explain. Revise the application as necessary. 5. Under Section E of the application for Stormwater Management Plan, 2a lists overall percent imperviousness as 0.00%. However, the purpose of this project as described is for construction of a regulation track. Condition 12 of GC3705 states the requirement of a Stormwater Management Plan for sites that both require a 404 Permit and have 24% or greater impervious surface cover. Please determine the percent imperviousness of the project and provide a Stormwater Management Plan if required. 6. Please locate any planned sewer lines on the site plan. Please respond within three weeks of the date of this letter by sending this information to me in writing and Ian McMillan c/o 401 Wetlands Unit, 2321 Crabtree Blvd, Raleigh, NC 27604-2260. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
