Attachment A. (1) "Effluent Limitations and Monitoring Requirements", indicates the sampling types for BOD, TSS and NH3 (summer and winter) as Grab. a. The sampling type for these effluent characteristics is corrected to "Composite sampling." 2. The sample location for BOD & TSS is indicated as "Influent & Effluent." a. The sampling location for these effluent characteristics is corrected to "Effluent" We are forwarding you this new Attachment A. (1) "Effluent Limitations and Monitoring Requirements". You should replace your existing Attachment A. (1) "Effluent Limitations and Monitoring Requirements" with this corrected Attachment A. (1). This permit correction is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit correction are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Hi Bob ---The operator had a question about sampling which has generated this email: on the permit dated 11/23 /05 it has effluent grab samples for all parameters including influent & effluent grabs for BOD & TSS. A composite sampler was purchased and has been used since the permit was set at 30,000 GPD several years ago. As you know, this flow at 30,000 dictates the use of composite sampling. Could you please issue a permit / limits page for composite sampling for BOD, TSS, NH3 summer & NH3 winter for the effluent, grabs for the other parameters. Please leave off the influent sampling. Hi Bob ---Could you please do a permit correction for Dana Hill for: BOD & TSS sample location: effluent only BOD, TSS, NH3 Summer & NH3 Winter sample type: effluent composite sampling & the rest are grab samples. (An AtC letter for expanding the plant to 30,000 GPD was sent September 30, 2004 and signed by Susan Wilson. It had no limits page with it. The previous permit became effective December 1, 2000 and was signed by Christie Jackson. It did have composite sampling for BOD, TSS & NH3 summer/winter.)
