The Rating Scale for classification of wastewater treatment facilities, found at 15A NCAC 8C .0002, was adopted by the Commission to classify water pollution control systems. The classification of a facility is determined by definition or by the total number of points for all components of the treatment process. The Water Pollution Control System Operators Certification Commission has determined that the subject facility is classified as a Grade 1 Wastewater Treatment Plant. As required by 15A NCAC 8A .0202 and your permit, you must designate a Grade 1 or higher Operator in Responsible Charge (ORC) and a back up operator with at least a Grade 1 certification once construction is 50% complete. Please submit to this office by August 20, 1998 a projected date when the facility will be 50% complete. Failure to designate a properly certified operator and back-up operator constitutes a violation of the permit issued for this facility.
