On behalf of the Town of Pittsboro, please find attached documentation in support of a Fast -Track
Application (FTA 04-16) for the above referenced project The purpose of the project is to install
a new sewer interceptor to serve the Chatham Park development and surrounding area. The
interceptor will extend from an existing sewer line a southernly direction paralleling an unnamed
tributary of Haven Creek to just pass the proposed extension of Grant Drive. This project included
the construction of approximately 1,912 linear feet of 8-inch, gravity sewer, associated manholes,
jack and bore under US-64, connection to an existing gravity sewer, site restoration, and all other
work necessary to provide a working gravity sewer line. This project will be permitted at zero flow
since this is the first part of the future Chatham Park development and the future connecting
sewers will have the permitted flows.
Included with this submittal are one original and one copy of the items listed below:

I'm fine with just adding the no flow condition you mentioned if you think that makes sense, since the pump station that
may be altered isn't part of this permit. They may actually need to modify the permit for the downstream pump station
if it gets rerouted to a new treatment plant, since the FT permits include the language on the supplementary page about
being treated at a particular plant.

After internal discussions (Regional office and Central Office), we have the following additional
questions/requests. We've also included Pittsboro staff on this email as the?r input may be needed to response to
these:
1. Based on Item V.1 of the application, the downstream sewer for this project is WQ0036828 "Bojangles and
Chatham Park SS". The downstream sewer for that line is the CLLC Pump Station (WQ0010602 Mod). We would
like to know the current status of the downstream CLLC Pump Station and any other downstream Pump
Stations. Please provide a Flow Tracking/Acceptance form with Section II completed for the CLLC pump station
and any additional downstream pump stations.
The CLLC Pump Station is currently operating under WQ0010602 permit without the modification. Some of the
improvements tied to the modification are under construction including the force main but the flow from CLLC
pump station, even after the modifications are completed, will continue to discharge to the Town's collection
system and treated at the Town's WWTP. There is another pump station downstream of the CLLC pump station
(Powell Place) that has valving installed that allows the Town to direct the CLLC flow either to the Powell Place
PS or directly to the Town's existing gravity line. It is my understanding that the flow is currently directed to the
existing gravity line thereby not requiring repumping by the Powell Place PS but will defer to the Town. Once
the Chatham Park Decentralized WRRF (WQ0039375) is certified for operation and the Town's NPDES
(IVC0020354) permit modification is issued (currently in review), the CLLC Pump Station will be able to divert
flow to the Chatham Park WRRF.
With regards to the Flow Tracking/Acceptance form, we did not think this was applicable since this permit
request is for zero flow. This project is to provide the sewer interceptor that will serve future office and
residential uses within Chatham Park which will anticipate having the residential subdivision plan approved by
the Town this month with sewer extension and flow permitting submitted to you first of the year. We would
think that is when the Flow Tracking/Acceptance form would be completed but please advise.
2. We're trying to understand the configuration of the downstream lines of this project and where the wastewater
will be ultimately treated (see pic below for some context. It can be clicked on and enlarged).
a. It's our understanding that the CLLC Pump Station that this project will be flowing to currently pumps
west along Russet Run, then South down US 15-501, under US-64, and ties into Pittsboro's existing
Collection system and eventually flows to Pittsboro's existing WWTP. Is this correct?
That is correct.
b. The CLLC Pump Station Mod permit that was issued in February 2019 proposed a 12" Forcemain that will
start at the existing CLLC PS, run South to US 64 and then East/South on 64 until it presumably ties into
the Chatham Park Section 5.2 Interceptor (WQ0040741 Mod) which goes directly to the new Chatham
Park Treatment Plant. Correct
So it appears that at some point the CLLC Pump Station (and therefore this project) will stop
flowing to Pittsboro's CS/WWTP, and will instead utilize the new 12" FM that eventually flows to
the new Chatham Park Treatment Plant. Is this correct?
That is correct but not until the NPDES permit modification is issued, the Chatham Park WRRF is
certified and all the other proposed infrastructure improvements are completed.
ii. If so, around when is this shift projected to occur?
The proposed improvements should be complete by spring 2021 but not sure when the NPDES
permit modification will be issued.

After internal discussions (Regional Office and Central Office), we have the following additional
questions/requests. We've also included Pittsboro staff on this email as their input may be needed to response to
these:
1. Based on Item V.1 of the application, the downstream sewer for this project is WQ0036828 "Bojangles and
Chatham Park SS". The downstream sewer for that line is the CLLC Pump Station (WQ0010602 Mod). We would
like to know the current status of the downstream CLLC Pump Station and any other downstream Pump
Stations. Please provide a Flow Tracking/Acceptance form with Section II completed for the CLLC pump station
and any additional downstream pump stations.
2. We're trying to understand the configuration of the downstream lines of this project and where the wastewater
will be ultimately treated (see pic below for some context. It can be clicked on and enlarged).
a. It's our understanding that the CLLC Pump Station that this project will be flowing to currently pumps
west along Russet Run, then South down US 15-501, under US-64, and ties into Pittsboro's existing
Collection system and eventually flows to Pittsboro's existing WWTP. Is this correct?
b. The CLLC Pump Station Mod permit that was issued in February 2019 proposed a 12" Forcemain that will
start at the existing CLLC PS, run South to US 64 and then East/South on 64 until it presumably ties into
the Chatham Park Section 5.2 Interceptor (WQ0040741 Mod) which goes directly to the new Chatham
Park Treatment Plant.
i. So it appears that at some point the CLLC Pump Station (and therefore this project) will stop
flowing to Pittsboro's CS/WWTP, and will instead utilize the new 12" FM that eventually flows to
the new Chatham Park Treatment Plant. Is this correct?

I can advise with your question regarding timing. As you probably know with Chris' memo, this sewer line will serve
both office and residential development within CP with the first development occurring early next year. We have 154
residential units just to east that will be served by this interceptor with the plans hopefully being approved by the Town
of Pittsboro next month. We are on the October Planning Board and anticipate Town Board approval soon thereafter
with construction starting first of the year. We are hoping the subdivision will be under construction by the time this
interceptor is completed. Hopefully that answers your question and we will be glad to discuss if you need more

Thanks for the info, I wasn't aware of the narrative information. What we need to do is verify if they are planning to
construct it and leave it as a dry line — e.g., what is the time lag between when it will be constructed and when it will be
activated? If there's a lag of any significant length of time, then it is considered to be a dry line — like several of the other
Chatham Park lines that are under construction or finished, but cannot be utilized since they cannot hook onto the
Pittsboro WWTP yeti Simply stating flows will be permitted later isn't really clear as to when those flows will be
activated, so that's ere we need the verification as to what is actually going on (this is really applicable to any
situation, not just thes)asystems).
Either way, we'll need a perr)1 i condition inserted about not making flow tributary until the upstream flows are r
permitted and certified —which ill need to go on the front page in addition to being in the special conditions.

We will add the special condition regarding wetlands as you suggested.
Your comment about the 'dry line' is still confusing me, maybe because I have forgotten the concerns regarding
Pittsboro and Chatham Park.
Their response was "This is a new line for the future development of Chatham Park, not a reroute".
This will be a 0 flow permit. The narrative states that future connecting sewers will have the permitted flows. Flows will
be trib to the Pittsboro WWTP.
What other question(s) do I need to pose to them about this?

Hello,
I noted that they really didn't answer the dry line question clearly — you had asked if it was a dry line or a reroute, and
they said "this is a new line." I think they need to clarify further on that point.
For the wetlands impacts, since there aren't any manholes that appear to be impacting wetlands, we can insert a
condition that reads: All sewers located within the buffers for wetlands as specified in 15A NCAC 02T.0305(f) shall meet
the materials, testing methods, and acceptability standards for water mains as specified in 15A NCAC 18C.

Your comment about the 'dry line' is still confusing me, maybe because I have forgotten the concerns regarding
Pittsboro and Chatham Park.
Their response was "This is a new line for the future development of Chatham Park, not a reroute".
This will be a 0 flow permit. The narrative states that future connecting sewers will have the permitted flows. Flows will
be trib to the Pittsboro WWTP.
What other question(s) do I need to pose to them about this?

Subject: Interceptor Pipe Sizing
The purpose of this design memorandum is to discuss the process of how the Section 7.1 Sewer
Interceptor was sized.
The sizing of the sewer interceptor was based on flow information derived by WithersRavenel
(attached). The pipe size for this interceptor will be 8 inches in diameter. The design standard for
the interceptor is for the pipes to flow 50% full at average daily flow, with a minimum velocity of
2.0 ft/sec and no more than 75% full during the calculated peak flow. The minimum slope and
velocity are requirements as published in the State's "Minimum Design Criteria for the Permitting
of Gravity Sewers". All calculations were performed using Bentley Flow Master, utilizing the
Manning Formula with a Roughness Coefficient of 0.013 and a minimum pipe slope of 0.60%.
In Table 1, top section, shows the 8-inch interceptor flowing at average daily flow. The average
daily flow for the interceptor is estimated to be 192,000 gpd. Results from Flow Master shows
the interceptor will have a flow depth of 3.09" and a flow velocity of 2.28 ft/sec. The bottom
section is for peak flow. The peak flow was derived by multiplying the average daily flow by a
peaking factor of 2.5, which is 480,000 gpd (192,000 gpd * 2.5). Results from Flow Master shows
the interceptor will have a flow depth of 5.38" and a flow velocity of 2.97 ft/sec. Detailed results
are attached to this design memorandum.

We are beginning review of the subject application and have some questions for you to clarify.
Item IX.2 of the application was marked 'no' for complying with separation requirements for wetlands. Please explain.
Please address the following from our permit coordinator:
• They're stating it connects to and from existing gravity sewers. Which sewers are those, e.g. permit numbers?
Are either active%ertified?
• What part of Chatham Park will it serve and what are the expected future flows? We can't verify that it is sized
properly without knowing what they anticipate being discharged.
It's not clear to us whether this is intended to be a dry line or a reroute of existing flows, based on the info we
have. Please elaborate.
We'll continue review and drafting of the permit upon submittal and review of the above items.
