Duke Energy has developed closure plans for the WAB and the EAB at the
Roxboro Plant for the disposal of CCR from each ash basin into the existing
onsite industrial landfill and planned I landfill expansion. Duke Energy
proposes to permit and build an 80-acre landfill expansion (the "project
site" for this assessment) capable of containing the estimated 14.1 million
cubic yards of CCR from the adjacent ash basins to support the closure by
excavation plans.
To complete construction of the proposed Landfill expansion, excavate the
WAB and EAB, and develop three borrow areas, permanent impacts to
wetlands and streams will be necessary. Wetland impacts will be limited to
the Landfill expansion, the WAB and Borrow Area 1. The proposed total
wetland impact is 0.75 acre. Stream impacts will be limited to the Landfill
expansion, the WAB, Borrow Area 1, and Borrow Area 8. The proposed
total stream impact is 3,066 linear feet. Since the Roxboro Plant in not
located within a river basin subject to state riparian buffer regulations,
there will be no impacts to state regulated riparian buffers within the project
site.
Based on the review of the mitigation options available, it was determined
that credit purchase through the North Carolina Division of Mitigation
Services (NCDMS) In -Lieu Fee Program was necessary because there are
no private mitigation banks offering wetland or stream credits in the
Roanoke River Basin at this time. Onsite mitigation and offsite mitigation
opportunities were not explored because the In -Lieu Fee option was
available.
Construction of the proposed Landfill expansion, WAB and EAB excavation,
and development of three borrow areas will have no effect on federally
protected species and is not expected to influence cultural resources or
historic properties. The proposed action should have no effect on
environmental justice for the surrounding residential communities; is not
expected to impact noise -sensitive land uses; and is not expected to impact
air quality locally or regionally.
