Section II Permit Information
Sanderson Farms Inc. Kinston Processing is a poultry processing facility that receives live birds,
slaughters, eviscerates, cuts/debone, and packages for food service customers. The plant runs two
shifts of processing and one shift of sanitation, normally 5 days per week. Chemicals used in the plant
are:
- Sodium hydroxide for pH control
- Peracetic acid for microbial control
- Sanitation chemicals use on the third shift to clean the inside of the processing plant.
- Sodium thiosulfate
- Sodium hypochlorite
- Chemical softeners for the boiler
- Condenser chemicals to maintain the condensers
- Coagulant (as needed) to control solids in the clarifier.
The wastewater facility consists of:
• a process pump station with two 2,000 GPM pumps and an influent flow meter
• a stormwater pump station with two 220 GPM pumps and flow meter
■ a flow splitter
• a 17.8 million gallon clay lined, synthetically covered anaerobic pond with waste gas blowers
and burner
• an anaerobic pond pump station with two 1,180 GPM pumps and a flow meter
• a 523,000 gallon anoxic basin with mixer
• a 2,969,000 gallon aeration basin with nine blowers
• a return activated sludge (RAS) screw pump and two return mixed liquor (RML) screw pumps
• a 38,100 gallon deaeration basin with mixer
• a 644,000 gallon clarifier with a waste activated sludge line flow meter
• a 5.1 MG clay lined waste sludge lagoon
• a Parshall flume
• an ultraviolet light disinfection system
• a 10.2 MG wet weather storage pond and an 8.2 MG holding lagoon
• an irrigation pump station with three vertical 2,079 turbine pumps and flow meter
• approximately 232.8 acres of spray irrigation area with 9 zones and 15 subfields.
Process water from the plant is screened for solids (meat and feathers) in the offal pit; these solids are
augered onto trucks to be taken to the contracted rendering facility. The water then flows through the
Dissolved Air Flotation (DAF) system and the fat is skimmed and pumped to the rendering truck. The
water exits the DAF then flows to the anaerobic lagoon. Water from the exit end of the anaerobic
lagoon is pumped to the anoxic basin where it mixes with RAS and RML from the deaeration basin. It
then flows to the aeration basin for the nitrification/denitrification process. Water then flows to the
clarifier to settle solids, gets disinfected through the UV lights, then flows to the spray lagoon where it is
then land applied.

I, BOB BILLINGSLEY, attest that this renewal application has been reviewed by me, and is accurate and complete to the best of my
knowledge. I understand that any unauthorized discharge of wastewater from this non -discharge system to surface waters or the land
may result in an enforcement action that may include civil penalties, injunctive relief, and/or criminal prosecution. I will make no claim
against the Division of Water Resources should a condition of this permit be violated. I also understand that if all required parts of this
application are not completed, this application may be returned to me as incomplete. I further certify that the Applicant or any parent,
subsidiary, or other affiliate of the Applicant has not been convicted of an environmental crime, has not abandoned a wastewater facility
without proper closure, does not have an outstanding civil penalty where all appeals have been exhausted or abandoned, are compliant
with any active compliance schedule, and does not have any overdue annual fees.
NOTE — In accordance with General Statutes 143-215.6A and 143-215.6B, any person who knowingly makes any false statement,
representation, or certification in any application package shall be guilty of a Class 2 misdemeanor, which may include a fine not to
exceed $10,000 as well as civil penalties up to $25,000 per violation. The Applicant's Certification shall be signed in accordance with
15A NCAC 02T .0106(b). Per 15A NCAC 02T .0106(c1, an alternate person may be designated as the signing official if a delegation
